The primary purpose of this position is to serve as engineering technician in support of design and construction projects for the installation as well as performing as surveying work. Duties

Independently plans and develops the methodology to collect and prepare engineering field data to support original and complex designs. Provides training, material resources, and information security support. Prepares drawings for major contractual projects utilizing computer design software. Provides customer service and technical consulting.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Technical and Medical Support Positions, for the GS-0802, Engineering Technician Series. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-8, or equivalent in other pay systems. Examples of specialized experience includes knowledge of DoD, US Air Force, and MAJCOM/FOA installation mapping and facilities record management concepts and principles including CONOPS, data architecture, program goals, etc., knowledge of industry digital spatial and geospatial data standards, knowledge of functional work area disciplines, to include Civil Engineering and architectural design and construction; Land surveying including monumentation and control, cadastral mapping, and describing terrain through surveyed spot elevation, points and break-lines; Air operations including airfield management, obstructions, planning and control, etc, and knowledge of communications infrastructure with an understanding of government contracting procedures and a comprehension of locally contracted engineering activities. OR EDUCATION: Successful completion of two full years of graduate education or a master's degree. (Note: Degree must be directly related to the position being filled. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-8 level is required to meet the time-in-grade requirements for the GS-9 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of geospatial concepts, theories, principles (e.g. Surveying, geography, cartography, geometry, geodesy, photogrammetry, remote sensing, etc.) and their application to engineering practices, operations, and analyses (e.g. GIS, CADD, GPS, optical sand remote surveying, etc.) to manage areas (military installations, municipalities, utility districts, etc.) and their infrastructure and facilities. Knowledge of industry spatial data standards (e.g. National CAD, SDSFIE, ISO, etc.). 2. Interpret, and apply rules, regulations, and procedures in a variety of situations, and recommend timely and economical solutions. 3. Skills in terrestrial or three-dimensional mapping, drafting, surveying, data management and photogrammetry methods and techniques, including GIS data editing, cartographic design/map composition, traditional and remote surveying, and geographic analyses. 4. Knowledge of Computerized Maintenance Management and Sustainment Management Systems, system capabilities, economic usage to effectively accomplish assigned functions, and proficiency in Microsoft Office products (Excel, Word, PowerPoint, Outlook, Access). Ability to manipulate data using macros and formulas, pivot tables and charts, perform data analysis, and build effective presentations. 5. Ability to lead efforts, plan, and work with others to establish priorities, build business cases, perform according to metrics, and to comply with laws, regulations, policies, and precedencies to positively affect the program. 6. Ability to develop and deliver training in instructor-led and on-the job training environments to allow various Knowledge of AFIs, practices, and procedures pertaining to CE operations and ability to research, analyze, functional users to effectively utilize program capabilities. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
