Duties

Maintains records and resolves discrepancies, ensuring compliance with reimbursement regulations. Coordinates with various stakeholders to prevent disruption to government activities. Participates in the execution of utility contracts on matters pertaining to the purchase of utility services to manage and implement the Army energy program. Supports the Garrison Energy Manager and the Business Operations Integration Division Chief by reviewing and certifying monthly utility bills, verifying meter readings, and addressing billing discrepancies. Serves as the Operational Energy Specialist, assisting the Directorate of Public Works (DPW) Energy Manager in planning, coordinating, and monitoring utility purchase, use, and sales for US Army Garrison (USAG) Fort Campbell, Kentucky.

Specialized Experience for the GS-11: One year of specialized experience which includes: 1) Evaluating the impact of utility rates, markets and programs on budget and energy conservation goals; 2) Monitoring utility purchases for an installation; and 3) Executing utility contracts for an installation. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Public Utilities Management, Public Administration, or Financial Accounting. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
