Duties

WHAT IS THE INFORMATION TECHNOLOGY (IT)DIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: Information Technology Applications Development The following are the duties of this position at the full working level. Meets with top-level managers and executives within the Service to define the overall goals and objectives of the project. Prepares action plans and schedules for various phases of project accomplishment, both short and long-range; ensures that plans are consistent with Departmental and Service goals, schedules, and policies. Prepares recommendation for personnel and budget requirements to accomplish the project; negotiates with managers of various components of the Service to obtain needed resources and support. Establishes a system to review, control, and report on project status. Plans, coordinates, and establishes operating methods and procedures for accomplishment of project mission; as needed, directs the development and accomplishment of employee training relating to the project.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE GS-15: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized experience for this position includes: demonstrated expert knowledge of a wide range of online marketing analytical and evaluative methods and techniques, qualitative and quantitative sufficient to accomplish complex projects or studies that are broad in scope and magnitude; Experience in online marketing management, including social networks, blogs, and web pages; Experience performing project management duties including coordinating and integrating project objectives, tracking milestones, coordinating resources and mitigating risks. In addition, your experience should include the ability to work effectively with others and communicate effectively, both orally and in writing to provide customer service, written guidance and communicate findings and recommendations.
