WHAT IS THE TAXPAYER SERVICESDIVISION?

Vacancies will be filled in the following specialty areas:
Taxpayer Services Return Integrity and Compliance Services,
Return Integrity Verification Operations (RIVO)
The following are the duties of this position at the full working level.
MAJOR DUTIES (Employee may be assigned to any of the areas and may be moved at any time during the work period. Employees in this position are expected to be exposed to a variety of workstream tasks.)
Technical Work: 50%
Performs a limited number of administrative tasks using an automated system which involves assigning, maintaining, monitoring, or updating work status and inventory records; ordering research; acknowledging correspondence; maintaining, updating and initiating personnel records; timekeeping; and performing other support activity.
Assists in identifying and reviewing Forms W-2 attached to Forms 1040EZ and 1040PC for conditions meeting Criminal Investigation criteria and code the returns appropriately.
Assists in preparing and maintaining regular production/inventory reports using established formats and sources of data applicable to the program, functional, or organizational reporting requirements. Prepares special reports as directed.
Reviews documents for specific requirements necessary for processing. Processes current year and/or prior year individual and/or business returns and related information.
Periodically reviews filed material in the light of ongoing programs or special projects and determines if such material should be consolidated, have new classifications, be retired, etc.
Conducts searches and other follow-up action on delayed shipments where acknowledged transmittals are not received timely.
Transcribes and/or key verifies a wide variety of taxpayer prepared tax returns, related schedules, and/or documents.
Identifies missing, incorrect, and unrecognizable data and takes appropriate course of action to resolve errors or refers to others for correction. Performs various case related activities including determining actions, extracting information, assembling files, and posting documents. Schedules screens, coordinates, and receives visitors. Directs visitors or phone customers to the appropriate staff, office, or agency.
Clerical Work: 45%
Screens documents, forms, and letters addressed or routed to various offices; researches correspondence not addressed to specific functional areas. Screens material initially identified as "unable to route" to determine information requested and based on thorough knowledge of organization and functions of various offices, determines proper office which the material should be sent. Identifies forms or documents requiring special priority handling and treats them accordingly.
Receives, opens, sorts, and distributes both incoming and outgoing mail and products; routes mail to various points within and outside the organization. Ensures all mail and products contain sufficient information for proper delivery. Maintains logs for mail and product accountability purposes.
Receives and processes incoming and outgoing registered and certified mail, and express mail shipments. Maintains appropriate records and/or logs for tracking and reconciliation purposes. Updates appropriate systems to reflect shipment receipts.
Assists in examining file materials to identify primary subject matter and assigns proper classification from among numerous overlapping possibilities. Determines file number to be assigned.
Locates and withdraws file material or information from records to meet the needs of users. Follows-up to assure the return of records within the designated loan period.
Prepares documents for scanning by detaching Forms W-2, correspondence, unnecessary schedules, etc. from the returns; removes staples and paper clips; and makes necessary repairs to ensure documents are scannable.

Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:
Basic Requirement: GS-04
To qualify for this position at this grade level you must: Have one (1) year or twelve (12 months) of general experience equivalent to the next lower grade (GS -03) in the Federal government. General experience - Progressively responsible clerical, office, or other work that indicates ability to acquire the particular competencies needed to perform the duties of the position to be filled. This may be paid or non-paid experience.
OR
Two (2) years of education above the high school level (education may have been obtained in an accredited junior college, college, university, business, secretarial or technical school.
Note: One full year of academic study is defined as 30 semester hours/45 quarter hours in an accredited junior college, college or university or at least 20 hours of classroom instruction per week for approximately 36 weeks in an accredited business, secretarial or technical school equaling 720 hours.
OR
An equivalent amount of combined education and experience. The equivalent combinations of successfully completed post-high school education and experience may be used to meet total requirements.
Basic Requirement: GS-05
You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-4 grade level in the Federal service. Specialized experience for this position includes: Progressively responsible clerical, office, or other work that indicates ability to acquire the particular competencies needed to perform the duties of the position to be filled. This may be paid or non-paid experience. Examples of qualifying experience may include conducting basic research and applying information as necessary, interacting and communicating (orally and in writing) with customers, performing office duties. OR You may substitute education for specialized experience as follows: A Bachelor's degree or four years of education above high school in any field of study from an accredited college or university. OR Equivalent combinations of successfully completed post-high school education and experience may be used to meet total experience requirements. MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.
AND
TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
