The incumbent will serve as an EQUAL EMPLOYMENT OPPORTUNITY Generalist within EEO/RA/ADR Services for COMMANDER NAVY REGION NORTHWEST. You will serve in a proactive two-person office and be responsible for: facilitating the pre-complaint process; processing requests for reasonable accommodations; working closely with HR on affirmative hiring programs; and facilitating special emphasis and D&I programs as required. This position is a full performance GS-12 and is not remote work eligible.

Duties

You will provide technical advice and guidance to supervisors, managers, and executives in support of their EEO/RA related responsibilities. You will serve as the Disability and RA Coordinator, responsible for the implementation and operation of the Navy’s Disability and RA programs. You will participate in the development of the affirmative hiring programs specific to the MD-715 and monitor/evaluate program implementation as applicable to employees with disabilities. You will assist in the counseling of people with disabilities about career opportunities and encourage them to participate in self-development and continuing education. You will assist in implementing special emphasis programs to increase awareness and educate the work force regarding minorities, women, veterans, people with disabilities, and other protected classes. You will process EEO pre-complaints; maintains neutrality; conduct inquiry; facilitate resolution; prepare timely and complete Counselor reports; and comply with regulatory requirements and EEOC management directives. You will use Alternative Dispute Resolution (ADR), including mediation, facilitation, and other techniques for assigned workplace disputes which are complex, effect relationships, and involve concerned parties who are reluctant to cooperate.

Qualifications

GS-12: Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-11) or pay band in the federal service or equivalent experience in the private or public sector performing the following duties: 1) Processing of requests for reasonable accommodations; 2) Analyzing Reasonable Accommodation requests in accordance with directives (e.g. Rehabilitation Act of 1973 (as amended), the Americans with Disabilities Act of 1990 (as amended), Executive Order 13164, or other Federal Regulations, EEOC directives) as applicable in order to advise managers on whether or not employees and applicants can be accommodated or returned to work; 3) Advising managers and employees on EEO policies, procedures, laws, and regulations; and 4) Performing Equal Employment Opportunity (EEO) counseling and processing of informal and formal complaints. Education

Substitution of education for experience for the GS-11:

Successful completion of a Ph.D. or equivalent doctoral degree.

Successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree.
