Duties

This position is located under the Office of Management, Financial Management Division (FMD), Oversight and Compliance Branch in Washington, District of Columbia. The primary purpose of this position is to serve as Chief, Oversight and Compliance Branch, responsible for a variety of complex administrative and supervisory duties that are essential to the direction and operation within the Financial Management Division (FMD) Office of Management (OM). Responsible for the oversight of all financial management internal control review activities as well as the Chief Financial Officer audit liaison role in OCB for ATF according to fiscal laws, directives and policies and procedures. As a Supervisory Auditor (Chief, Oversight and Compliance Branch), GS-0511-14, your typical work assignments may include: Supervise annual audit liaison function for internal control review/CFO audit field site visits. Assign and coordinate with Bureau experts and manager to obtain results that meet ATF's strategic goals, objectives, and OM priorities. Determine process to improve or eliminate errors and inconsistencies in financial data and suggest appropriate action to resolve audit issues. Recognize and resolve issues relating to ATF's financial transactions and system operations. Manage and review all assignments related to OMB Circular A-123 activities through development of annual Statement of Assurance covered by Federal Manager's Financial Integrity Act (FMFIA).

BASIC REQUIREMENT - You must meet the minimum basic education requirements for an Auditor position in the Federal government. Degree: accounting, auditing; or a degree including auditing courses in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law; OR Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that: (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; and (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. To qualify for GS-14, candidates must also have at least one year of specialized experience equivalent to the next lower grade level, GS-13. Specialized experience includes ALL of the following: GS-14 - You qualify if you meet the basic requirement as stated above and you possess one year of specialized experience, equivalent to the GS-13 grade level in the Federal, State, or Local government or equivalent public or private sector experience, performing the following duties: Establish principles, methods, and techniques for internal control activities; AND Advise and provide counseling to employees regarding policies, procedures, and directives of management; AND Oversee all financial management internal control review activities; AND Approve audit plans, instructions, and delegate roles and responsibilities; AND Determine processes to improve and/or eliminate errors and inconsistencies in financial data and utilize appropriate corrective actions.
