This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
This position is located at the John Day/Willow Creek Project. As the chief operator, you have the responsibility to maintain the plant discharge, forebay and tail race elevations, and generator loading and voltage level in accordance with requirements and limitations placed upon the station.
Duties
Control and coordinate the operation of the power station equipment using all levels of digital, electronic, and manual devices.
Serve as the senior hydro station operator on a shift responsible for the operation of a hydroelectric powerhouse with at least ten generating units.
Routinely make inspections to insure that established operating procedures are being followed and also to make first-hand evaluation of emergency situations which arise.
Assign operators to various stations including the control room for operating purposes and issues instructions to other project operators in carrying out project operating functions.
Maintain the plant discharge, forebay and tailrace elevations, and generator loading and voltage level in accordance with requirements and limitations placed upon the station.
You will be responsible for the preparation, issuance, and release of all clearance and caution orders.
Operate fish facilities in accordance with standard procedures and special requirements.
Coordinate outages and fish related activities with the necessary agencies and power project sections.

There is no specific length of training or experience required. However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision.
Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Chief Power Plant Operator without more than normal supervision. Your resume must show the ability, without more than normal supervision, to perform the duties of a fully qualified Chief Power Plant Operator in a 1000 MW or greater hydroelectric power generating facility. These routine duties include starting and stopping a generator, changing generation, adjusting voltage, performing switching, isolating hazardous energy, selecting proper arc flash personal protective equipment (PPE), adjusting river flows, and maintaining station records. Physical Effort: Eye and hand coordination required to operate switches and controls. Job requires prolonged sitting, standing, walking and climbing ladders and stairs. May be required to operate large valves, apply servolocks, lift deck hatches and other jobs requiring pulling or turning force. Lifts and carries equipment and supplies frequently up to, and occasionally over, 45 pounds. Work requires prolonged standing, walking, climbing, bending, stooping, twisting, pulling, pushing, and kneeling.
Working conditions: Works on a rotating shift, inside, in well-lighted, work areas. Works outdoors for short periods with exposure to climate extremes. Occasionally works in proximity to high voltages and currents. Incumbent is often exposed to equipment and machinery noises and outside the control room employee will be subject to the discomfort of wearing safety equipment such as hard-hats, ear plugs, and respirators. Must wear appropriate safety equipment and protective clothing and successfully complete and maintain all occupational health requirements.
