About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the US Army Special Operations AVN CMD, 160TH Special OPNS AVN Regiment, 4TH Battalion HQs, JBLM, WA, 98433.

Duties

Performs duties associated with Department of Defense (DoD) Intelligence Information System (DoDIIS) Site Information System Security Manager (ISSM). Serves as the Security Specialist responsible for receiving, reviewing, and processing requests for Sensitive Compartmented Information (SCI) access for various positions within the Group. Analyzes, reviews, and monitors the program to determine feasibility, degree of clearance/access required, need-to-know, and net benefits to the U.S. for all requests from foreign governments to visit the unit.

Requirements

  • Two year trial/probationary period may be required.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Must be able to obtain and maintain a TOP SECRET clearance based on either SBI or an SSBI with eligibility for SCI access.
  • Temporary duty (TDY) travel is required 25% or less of the time.
  • Must be eligible to receive a DoD passport.
  • Must possess valid driver's license in order to operate a GSA 3/4 ton vehicle for the purpose of shipping and receiving SCI via the Defense Courier Service (DCS).

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes applying security principles, concepts, and methodologies (i.e., SCI directives, regulations, and guidelines), relating to the receipt, control, and safeguarding of SCI materials. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Security Administration. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series.
