Incumbent demonstrates advanced knowledge and expert skill in a range of interventions and treatment modalities associated with the current professional physical therapy practice settings, not limited to the following, in a Primary Care Patient Aligned Care Team (PACT) PT setting, Inpatient Physical Therapy, Outpatient Physical Therapy, Embedded Physical Therapy settings such as ALS, Amputee/SCI clinics, Pain clinics, CLC, Emergency department PT, telehealth clinics and CBOC locations.

Duties

The incumbent routinely reviews and incorporates new research findings in the development of programming to meet the needs of the complex, dynamic Physical Therapy patient. This person typically has experience working with acute inpatient, and outpatient Physical Therapy clients and is aware of the full continuum of care for this population. New treatment techniques and tools are shared with other therapy providers within the VA system through both formal and informal means. Incumbent seeks open communication regarding conflict and can use active listening skills, and problem-solving skills as well as to identify additional available resources while maintaining respect and unbiased for all parties and maintaining a functioning therapy department. Incumbent maintains professional behavior throughout interactions. Incumbent strives to provide positive feedback as well as constructive feedback and works to establish positive working relationships with the therapists and therapy department. Incumbent shares and gathers information from the department that allows department to be heard and have ownership in the department. Utilizes personal knowledge, subject matter expert knowledge, and relationships to develop local policy and standard operating procedures that are communicated to staff in an understandable way. Holds team accountable to policies and procedures. Updates procedures as appropriate. Develops tracking mechanisms to ensure process completion. Encourages sharing of knowledge across diverse staff populations. Supports growth of staff. Encourages subject matter expert involvement in development of processes. Stays current on professional updates to include in department within purview. Provides gap analysis to determine needs in department and creates action plans for remediation. Demonstrates ability to manage and direct therapy staff throughout multiple specialty services. Therapists have wide range of skill levels and span the generations, from entry level therapists to above full performance staff. Incumbent considers therapists level of skill and modifies expectations and supervision accordingly. Represents Physical Therapy department needs during PM&R strategic planning as a whole and assists with determination of overarching goals for the larger department. Prepares specific PT strategic plan yearly and meets at least 50% of those goals, as long as within the control of the supervisor. Participates in planning for cross discipline goals, and participates in multi service projects and goal setting meetings. Lead multi service projects in facility and represents the department in a positive manner. Participates in RCA's affiliated with PMRS or Physical Therapy service line. Support the Phoenix VA in fact finding requests. May participate in facility wide projects for system redesign. Shares ideas and project updates with local leadership as requested. Advocates for strategic goals across service line. Aligns goals with that of the VA/VISN/and local facility. Holds self and team accountable for the completion of goals. Communicates with national PT service to participate in projects that align with the VA goals, and supports the overall PT mission in the VA by sharing knowledge, expertise, and helping to provide access to Phoenix VA therapists and subject matter experts.

Qualifications

QUALIFICATIONS Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. BASIC REQUIREMENTS: Citizenship. Citizen of the United States. . Education. Applicants must meet one of the following requirements below possessing a degree from an approved program by the Commission on Accreditation in Physical Therapy Education (CAPTE) accredited college or university. A Bachelor's degree in physical therapy AND five (5) years of progressively independent experience as a physical therapist; OR A Master's Degree in physical therapy AND two (2) years of progressively independent experience as a physical therapist; OR, A doctorate degree in physical therapy Licensure. Applicants must hold a full, current, and unrestricted license to practice physical Therapy in a State, Territory, or Commonwealth of the United States, or the District of Columbia. Note: Non-licensed PTs, who otherwise meet the basic requirements in this standard, may be given a temporary appointment as a graduate PT at the GS-11 grade level under the authority of 38 U.S.C. 7405 (A)(1)(D) for a period not-to-exceed two years from the date of employment on the condition that such PT provide care only under the supervision of a PT who is licensed. Failure to obtain licensure during that period is justification for termination of the temporary appointment Grade Determinations: GS 14 Physical Therapist Supervisor (a) Experience. In addition to meeting the basic requirements, one year of progressively complex experience equivalent to the GS-13 grade level. In addition, the candidate must demonstrate all the following KSAs. Advanced knowledge of evidence-based practices and clinical practice guidelines in multiple professional areas. Skill in managing interpersonal relationships and conflict resolution in dealing with a diverse range of employees, discipline lead(s), and administrators. Ability to translate extensive rehabilitation knowledge into local policy development. Ability to effectively supervise staff by providing clinical and administrative oversight. This includes ability to manage resources, evaluate employees and assign work. Ability to collaborate with strategic planning committees at local, VISN or national levels for new ventures addressing patient care delivery systems, facilities management, system reorganizations, etc. (c) Assignment. For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty), and variety, and be performed by the incumbent at least 25% of the time. Supervisory PTs at this level are responsible for the professional and administrative management of an assigned area in a large physical therapy service or a rehabilitation service with multiple therapy related disciplines, including but not limited to the Physical Therapy (PT), Occupational Therapy, Kinesiotherapy, Speech & Language Pathology, Recreation Therapy, and Blind Rehabilitation. Supervisors manage staff, maintain effective interdepartmental relations, and cooperate with other services to accomplish the medical facility's mission and goals. He/she develops performance standards, assures the program area is compliant with all regulatory and accrediting body requirements, designs and implements orientation and training programs for staff, and develops and maintains systems to monitor the performance of staff activities. He/she develops local policies and procedures relative to their assigned area. He/she is responsible for determining resource needs, allocating resources, ensuring proper utilization in productivity, efficiency, and cost effectiveness of the operation. He/she formulates objectives and priorities and implements plans consistent with the long term interest of the service or facility, capitalizing on opportunities and managing risks. Individuals at this level would generally be found at a highly complex facility The full performance level of this vacancy is 14. Normally such lifting will involve, but is not limited to, assisting with transfers or gait training of the client in the physical therapy clinic.
