About the Position: Responsible for preparation of payment estimates, contract modifications in both the Resident Management System (RMS) and Standard Procurement System (SPS), contract accruals, contractor evaluations, Corps of Engineers Enterprise Management Information System (CEFMS) interface for modifications as well as CEFMS and RMS database maintenance and maintenance of working files.

Duties

Process contractor’s payment estimates. Perform all necessary activities in support of formalization of a contract modification on construction contracts. Serve as Administrator of Government real property during construction. Coordinate with Project Engineer, QA Representatives, District Office, Customer Representatives, contractors, and others as necessary in accomplishing assigned tasks.

Specialized Experience: One year of specialized experience which includes using computer databases (such as: CEFMS, RMS, MS Excel, and SPS) to perform a variety of administrative support work encompassing construction contract management/administration and reporting; coordinating procurement activities in accordance with established regulations, principles, methods, and operating procedures; grant management; maintaining records and files in accordance with regulations and sound management practices. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Contract Management, Procurement and Acquisitions Management, or Construction Management. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Administration and ManagementCommunicationsComputer SkillsContract Management/SupportDecision Support Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).
