This position is located in the Department of Homeland Security (DHS), Science and Technology (S&T) Directorate.
The primary purpose of this position is to serve as a Program Manager over a major programmatic area; and/or a critical program segment for which both the scope and effect of the work have agencywide or government-wide impact, The incumbent directs programs that involve & support the mission of the agency; congressional interest; or have pervasive impact on the general public.
Duties
As a Program Manager, GS-0340-15, your typical work assignments may include:
Oversees the overall planning, direction, and timely execution of a program or several program
segments, each of which is managed through separate subordinate organizational units.
Determines goals and objectives that need additional emphasis; develops measures that evaluate performance; makes recommendations for program improvement; and manages all resources as corporate assets.
Practices sound position management when assigning work, combining/separating duties, establishing and abolishing positions, and in fulfilling other human resources management duties and responsibilities.

Requirements

Qualifications
Specialized Experience: You qualify for the GS-15 grade level if you possess one year of specialized experience, equivalent to the GS-14 grade level in the Federal government, performing duties such as:
Analyzing and evaluating information concerning programs and projects; 2. Develop new policies based on the results of studies and reviews to ensure effective coordination and integration with agency wide strategy; 3. Leads acquisition and financial planning that involves long-range plans, annual plans, formulation and justification of project selections; 4. Manages efforts to ensure implementation of directorate, division, and program objectives.
Substitution of education in lieu of specialized experience may not be used for this grade level.

Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement.
