This position is located in the Telecommunications Programs, Rural Utilities Service. The position serves as a Division Director and is responsible for the coordination and execution of the program with respect to loans, grants, operations and management, or policy and outreach. It also has administrative oversight to an Engineering Branch.

Duties

Collaborates with the Assistant Administrator and staff divisions in the development of RUS policy, plans and procedures for overall program administration. Resolves substantive differences of opinion and approach between staff personnel and field staff on important program matters. Responsible for making decisions on work problems presented by subordinate supervisors. Hears and resolves group grievances or serious employee complaints, and effects, reviews and approves serious disciplinary action.

Requirements

  • Successful completion of one year probationary period, unless previously served.
  • Subject to one year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks for service at the next lower grade level in the normal line of progression for the position being filled. For the GS-15 level: Applicants must possess one (1) year of specialized experience equivalent to at least the next lower grade level; or its non-Federal equivalent that demonstrates: Establish goals and objectives in connection with prospective changes in functions and programs; review and evaluate the effectiveness of existing policies and practices; establish goals, objectives, and long-range planning as it relates to present and future program management and delivery. Planning and assigning work to subordinates, developing performance standards, and conducting subordinate employee performance reviews; providing guidance and direction to staff relating to both work as well as administrative matters; and identifying methods to improve production and promote team building. There is no substitution of education for experience at the GS-15 level.
