WHAT IS THE LBI - Large Business and International DIVISION?

Vacancies will be filled in the following specialty areas:
Large Business and International, Director Withholding, Exchange and International Individual Compliance (WEIIC), DFO FPP&AEOI, FPP Program Office
The following are the duties of this position at the full working level.
Conducts in-depth analyses of project data, requirements, and impact; identifies problem areas and determines how to resolve them.
Manages project resources to meet goals and objectives. As needed, recommends adjustment of resources.
Prepares directives, issuances, memoranda, policy statements, and other written guidelines and recommendations relating to the project.
Conducts briefings and prepares comprehensive reports to keep managers and executives advised of project plans and progress and to communicate findings and recommendations.
Coordinates the impact of the project with employees and managers in all affected areas within the Service.
Resolves any relationship problems or conflicts that impede progress; ensures that all involved parties work effectively toward timely completion of the project.
This position has career progression. If you are selected at a grade level lower than the full working level, you may be non-competitively promoted as your career progresses. For example, you may be hired as a GS-05, but if the position has career progression to GS-11, then you may move from a GS-05 to a GS-11 in as little as three years.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:
GS-11 SPECIALIZED EXPERIENCE/EDUCATION:
You must have one year of specialized experience at a level of difficulty & responsibility equivalent to the GS-9 level in the Federal service. Specialized experience for this position includes: Experience in applying analytical and evaluative techniques, both qualitative and quantitative, to projects and studies concerning the efficiency and effectiveness of program operations; Experience recommending alternatives and/or changes in methods, processes, and techniques to improve program and administrative procedures; Experience using work processes, operations and programs to perform studies and evaluations, and make recommendations for changes and improvements (i.e., financial reporting issues); Experience using management principles and processes to perform project management duties and effectively coordinate and integrate project objectives; Experience applying communication techniques sufficient to present plans and proposals and negotiate recommendations associated with assigned programs.
OR
Ph.D. or equivalent doctoral degree in a related field of study that demonstrate the knowledge, skills and abilities to do the work.
OR
Three (3) full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree in a related field of study that demonstrate the knowledge, skills and abilities to do the work.
OR
LL.M., if related
OR
A combination of experience and education equivalent to the amount required.
GS-12 SPECIALIZED EXPERIENCE:
You must have 1 year specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes: Experience using evaluative and analytical methods to identify and measure accomplishments and progress, revise methods and develop new approaches to information gathering; Experience with project management techniques to plan, schedule, and conduct projects; mission, organization, work processes and related administrative activities to identify actual or potential problem areas, trends, deficiencies, or other similar factors affecting operations. Experience with oral communication techniques to present findings and negotiate solutions.
GS-13 SPECIALIZED EXPERIENCE:
You must have 1 year specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes: Experience using of a wide range of analytical and evaluative methods and techniques, both qualitative and quantitative; management and organizational principles to apply to Embedded HR programs, projects and studies concerning the efficiency and effectiveness of operations and means to improve them. Experience with project management and organizational processes to evaluate projects and studies and to identify problem HR areas, trends, deficiencies, or other similar factors affecting operations. Experience with oral communication techniques to present findings, deliver briefings, and negotiate solutions to disputed recommendations.
AND
MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.

TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience.
