This position performs a variety of administrative duties that are associated with the management of fee revenue and/or donations collected from the public under the authority of Federal laws and regulations such as the Federal Lands Recreation Enhancement Act (FLREA). Duties

Serves as a Supervisory Recreation Fee Specialist, supervising at least four subordinates that perform clerical, technical, and administrative Recreation Fee Program work. Manages Bandelier National Monument's Recreation Fee Program, including daily operations, program planning and analysis, the Interagency pass program, third-party agreements, and fee waivers and exemptions. Provides advisory services and leadership to park management and to external organizations regarding diverse and complex matters affecting the management of fee revenue and/or donations collected. Monitors and evaluates commercial use authorizations (CUA), ensuring compliance with CUA terms and conditions. Coordinates the issuance of special park use permits and monitors permit holders to ensure rules and restrictions are observed. Physical Demands: The work of this position is typically sedentary, however the work may occasionally require standing for long periods of time, as well as walking, bending, lifting of moderately heavy items. Mental stress and physical fatigue may occur due to a high volume of personal contacts and the responsibility of dealing with large amounts of money. If applicable, extreme physical exertion may be required while performing search and rescue, wildland firefighting, and other emergency response duties. Work Environment: This position typically works in an office environment, but may also work at an entrance station, visitor center, and/or visitor contact station. The work area is usually adequately lighted, heated, and ventilated. Area Information: Bandelier National Monument is comprised of over 32,817 acres, including a designated wilderness area of 23,267 acres and an 800-acre detached archeological section. The monument was created to preserve the numerous archeological and natural features that hold ancestral and traditional significance to 23 tribal nations. The monument's natural resources have been extensively surveyed and hold some of the most complete data sets for climate transition that exist in North America. Annual visitation exceeds 200,000. The monument is located 45 miles from Santa Fe, 32 miles from Espanola, and 12 miles from Los Alamos. Elevation ranges from 5,300 to 10,199 feet with headquarters located at 6,000 feet. Medical facilities, schools, and shopping are available in Los Alamos and White Rock. Los Alamos has one of the nation's best public-school systems. Cultural and recreational opportunities are abundant in Santa Fe and surrounding communities. Local cost of living is considered high. Government housing may be available. Qualifications

All qualifications must be met by the closing date of this announcement-04/30/2024-unless otherwise stated in this vacancy announcement. In order to qualify, you must meet the eligibility and qualifications requirements as defined below by the closing date of the announcement. For more information on the qualifications for this position, visit the Office of Personnel Management's Federal General Schedule Qualification Standards. To qualify for this position at the GS-11 grade level, you must possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-9 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: supervising a staff of subordinates and supervisors related to a fee collection operation, overseeing a fee collection operation, handling, tracking, and depositing money, selling entrance passes, issuing fee waivers for special use groups, programming, or operating fee collection equipment such as cash registers, bill counters, credit card machines, and traffic counters, performing general administrative functions and providing customer service. You must include hours per week worked. -OR- EDUCATION: Successful completion of at least three full years of progressively higher graduate level education or Ph.D. or equivalent doctoral degree or LL. M if related. Education must be in a related field such as, business, finance, park and recreation management, business administration, or other closely related subjects. You must include transcripts. -OR- Successful completion of a combination of education and experience as described above. For example, I have 6 months of specialized experience (50% of the experience requirement) and 45 semester hours or 68 quarter hours of graduate level education (50% of the education requirement). You must include transcripts. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.
