You will serve as an ENGINEERING AND DESIGN DIRECTOR in the DESIGN AND CONSTRUCTION DIVISION of NAVFAC SOUTHWEST.

Duties

You will serve as a primary point of contact for coordination of all assigned Capital Improvements Business Line projects under the cognizance of the Facilities Engineering and Acquisition Division within the Public Works Department. You will provide senior leadership in Project Management, Design Management, and Construction Management. You will monitor the use of assigned resources including reimbursable project dollars, and initiates appropriate planning and corrective action as necessary.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

This position has a selective placement factor that will be used to screen out ineligible candidates. The selective placement factor is: You must currently be a licensed Professional Engineer (PE) if applying for the 0801 series. You must be a Registered Architect (RA) if applying for the 0808 series. Your license or registration must be held in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. You MUST provide a copy of your current license/registration with your application. A copy of a wall certificate that does not have an expiration date will not serve to verify this requirement. Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Providing expertise in multiple engineering areas of consultation, design and construction; 2) Monitoring quality assurance and safety compliance with plans and specifications; 3) Leading or assisting in the negotiation of proposed change orders; and 4) Managing daily tasks using computer based programs (i.e. eContracts, eProjects, Enterprise Safety Application Management Systems (ESAMS), Facility Accident and Incident Reporting (FAIR), AutoCAD, and Primavera scheduling software).
