Duties

WHAT IS THE (FMSS) FACILITIES MANAGEMENT AND SECURITY SERVICES DIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions (3) Vacancies will be filled in the following specialty areas: Facilities Management and Security Services Business Solutions The following are the duties of this position at the full working level. Provides program direction by preparing instructions and issuing directives to formulate policy, establish objectives, provide procedural guidance, and assign responsibilities to subordinate and other offices for participation in the occupational health and safety program. Provides guidance on health standards, criteria, and types of reasonable accommodation and ensures that appropriate consideration is given to occupational health matters by the Health & Safety Committee. Provides guidance or recommends action to eliminate or control health hazards by convincing management to initiate new operational procedures. Advises top management on occupational health and safety issues. Represents the Service's Occupational Health and Safety program in intra- and inter-agency meetings involving policy matters related to occupational health, and coordinates programs with other Federal agencies. Maintains liaison with all functions within the Service to identify emerging trends in the workplace that impact upon workplace safety.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement: BASIC REQUIREMENT: Degree: Bachelor's degree (or higher degree) in industrial hygiene, occupational health sciences, occupational and environmental health, toxicology, safety sciences, or related science; OR A bachelor's degree in a branch of engineering, physical science, or life science that included 12 semester hours in chemistry, including organic chemistry, and 18 additional semester hours of courses in any combination of chemistry, physics, engineering, health physics, environmental health, biostatistics, biology, physiology, toxicology, epidemiology, or industrial hygiene; OR Certification from the American Board of Industrial Hygiene ABIH Certification (http://abih.org/maintain-certification%20(ABIH).) *Courses in the history or teaching of chemistry are not acceptable. The applicant education must be accredited by an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained All science or engineering courses offered in fulfillment of the above requirements must be acceptable for credit toward the completion of a standard 4-year professional curriculum leading to a bachelor's degree in science or engineering at an accredited college or university. For engineering degrees to be acceptable, the curriculum must be in a school of engineering with at least one curriculum accredited by the ABET (Accreditation Board for Engineering and Technology) as a professional engineering curriculum. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: GS-14 LEVEL: To be eligible for this position at this grade level, you must meet the following requirements. In addition to the basic requirements, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes: Demonstrates at least one year of specialized experience equivalent to the next lower grade level in the Federal service. Specialized experience for this position is defined as: Implementing worker safety and health programs, recommending measures to eliminate and/or control occupational health hazards to meet federal, state, local, and agency regulatory requirements. Providing technical advice during investigations of alleged violations of worker health and safety requirements; Evaluating results of investigations and preparing technical assessments, making recommendations for abatement actions, enforcement actions, or policy changes. Qualifying experience involves the recognition, evaluation, corrective actions, and elimination of environmental conditions in the workplace that causes sickness, impaired health, or illness. This experience must demonstrate a professional knowledge of the theory and application of the principles of industrial hygiene and closely related sciences such as physics and engineering controls. Such work must have involved experience in all of the following areas: the acquisition of quantitative and qualitative data, and the measurement of exposures for a variety of chemical, physical, and biological stresses; the analysis of the data acquired and the prediction of probable effects of exposures on the health and well-being of workers; and the selection and recommendation of appropriate controls, including management, medical, engineering, education or training, and personal protective equipment. AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. Education

A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience.
