Duties

As a Fish and Wildlife Administrator your duties will include but are not limited to the following: Provides direct and indirect supervision (through subordinate supervisors) to all but four Sub-Field Office supervisors who report to the State Supervisor. This includes up to 50 employees in professional, technical, administrative and clerical occupations specifically, biologists, contaminant specialists, administrative staff, budget analysts, computer specialists, and public affairs staff, in addition to contractors. Exercises the full range of supervisory and managerial duties for the Oregon FWO Complex. Provides guidance to subordinate field offices to plan overall work, establishes work schedules and priorities, makes assignments, and reviews work. Personally discusses with subordinates and peers the progress of the work and problem areas as they arise. Assists the State Supervisor in setting goals and priorities for resource programs, including allocations of office budget and personnel ceilings to accomplish programs. Assists in determining which programs should be initiated, expanded, dropped, or curtailed, and when such actions should occur. Serves as the alter ego of the State Supervisor in all functions' of the Oregon Fish and Wildlife Office and participates fully in every aspect of office operations and programs. The primary duties of the position are to provide key technical and management support to the State Supervisor on policy and procedural matters; participate fully with the State Supervisor in every aspect of the operation and programs of the office; provide direct supervision and management of office staff; to make technical policy and management decisions; and to act as the State Supervisor in his/her absence. The Deputy functions with full delegation of authority. The role of the Deputy State Supervisor is extremely complex. The incumbent is supervisor, manager, and functional and technical expert for highly visible and multi-Federal agency programs in the State of Oregon. Tasks and work areas often involve multiple project proposals and sensitive and complex inter-agency coordination. Assists the State Supervisor in coordination with supervisors and managers from other Service functions to keep them abreast of work progress, to discuss program problems, and to exchange insights that enhance the Service's image and effectiveness. This includes providing advice to the Regional Director and Assistant Regional Directors on issues of importance to the Service, particularly those which may affect State, National, and International environmentally sensitive relationships. Represents the State Supervisor in top-level communication, coordination, and participation in fish and wildlife activities in Oregon. As directed, represents the Assistant Regional Director and Regional Director in coordination meetings with State and local governments, interest groups, and the public on land and water development issues that are regional and national in scope. As a recognized authority in fish and wildlife legal and policy matters, provides expert advice and assistance to the Regional and Washington offices relative to the development of regional and national policies, plans, and programs. Also serves as a technical expert on difficult and complex resource issues with other Service staff, agencies, organizations, and the public that often require innovative approaches. Serves in a leadership role on technical and policy issues that are regional or national in-scope.

Qualifications

Only experience and education obtained by 05/07/2024 will be considered. In order to qualify for this position you must possess both the Basic Requirement and Minimum Qualification. Basic Requirement: Degree: Biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR Combination of education and experience: Courses equivalent to a major, or at least 30 semester hours in courses, as shown in 1 above, plus appropriate experience or additional education. OR Experience: Four years of experience that demonstrated that the applicant acquired knowledge and understanding of one or more of the biological sciences, agriculture, natural resource management, or related disciplines equivalent to that which would have been acquired through completion of a 4-year course of study as described in 1 above. Minimum Qualifications: Possess one year of specialized experience comparable in scope and responsibility equivalent to grade GS-13 in the Federal service. Experience must include: 1) coordinating, supervising or leading a branch, field station, or team focused on the management/conservation of natural resources; 2) identifying and solving challenging and complex issues related to natural resource management/conservation, visitor services, outreach, or other natural resource programs; 3) serving as a natural resource or conservation organization manager or coordinator representing a federal entity in negotiating with diverse individuals or groups; 4) exercising direct responsibility for developing or implementing policies, plans, standards or procedures to carry out fish and/or wildlife management/conservation; or 5) managing teams focused on the planning, directing, or executing of short and long term activities in fish and/or wildlife management/conservation that affect a diverse group of stakeholders/partners. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time In Grade Requirement: Applicants must meet both eligibility and qualification requirements for the position of interest by the closing date of the JOA. Specifically, i. Education

PROOF OF EDUCATION: All applicants who are using education or a combination of education and experience to qualify must submit copies of official or unofficial transcripts which include grades, credit hours earned, major(s), grade point average or class ranking, institution name, and student name. If any required coursework is not easily recognizable on transcripts, or if you believe a portion of a particular course can be credited toward meeting an educational requirement, you must also provide a memorandum on letterhead from the institution's registrar, dean, or other appropriate official stating the percentage of the course that should be considered to meet the requirement and the equivalent number of units. Unofficial transcripts are acceptable; however, if you are selected for the position, you will be required to produce the original official transcripts.

PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
