About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the Joint Interagency Task Force South, Resources and Assessments Directorate, U.S. Southern Command, Key West, FL.

Duties

Participates in GFEBS fielding and provides functional guidance as well as training to operating personnel in the organization. Serves as the subject matter expert for assigned financial processes within the Command. Uses knowledge of the interrelationships of accounting feeder and interfacing systems to revise and establish accounting procedures that enhance productivity and efficiency. Performs professional accounting work related to financial processes associated with the Army accounting systems Standard Finance System (STANFINS) and General Fund Enterprise Business System (GFEBS). Conducts special research projects by extracting, compiling, analyzing, and reporting data from financial and logistical systems to ensure regulatory compliance.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two year trial/probationary period may be required.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Must be able to obtain and maintain a Top Secret (TS) security clearance based on a Tier 5 investigation/Single Scope Background Information (SSBI) with eligibility for sensitive compartmented information (SCI).
  • Temporary Duty Travel (TDY) may be required 25% or less of the time.
  • During emergency situations will be required to perform “Mission Essential” duties as described in the Joint Interagency Task Force (JIATF) South Continuity of Operations Plan.
  • Financial Disclosure Statement, OGE-450, is required upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 17-Nov-2011.
  • Financial Management Level 2 Certified is required IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d.
  • Position requires compliance with all DoD and Army requirements of this certification program. Failure to obtain this certification within the required time may subject the incumbent to adverse action.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. OR B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: 1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; 2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination. OR 3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. In addition to meeting the basic requirements above, to qualify for this position you must meet the qualifications requirements listed below: To qualify based on your experience, your resume must describe at least one year of experience to the next lower grade (GG/GS-11) which prepared you to do the work in this job. Specialized experience is defined as experience 1.) providing managerial accounting advice; 2.) maintaining data entry of financial systems or databases, and 3.) assisting with resolving discrepancies or differences between accounting and financial records.
