This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel in DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This position is with the U.S. Army Corps of Engineers, Philadelphia District, Programs & Project Management Division. This Interdisciplinary position may be filled as a Biologist, Landscape Architect, Architect, Civil Engineer, Environmental Engineer, Physical Scientist, or Geologist.

Duties

Serves as project manager, responsible for the management of assigned hazardous/toxic waste (HTW) clean-up/restoration projects, i.e., Superfund (SARA) or Defense Environmental Restoration Program (DERP) Projects. Prepares solutions to technical problems encountered during remediation of an HTW site or coordinates the efforts of others in resolving the problems. Prepares or directs the surveillance of contractor operations to assure conformance with plans, specifications and regulations. Analyzes the intent of plans and specifications to determine whether such features were in fact excluded from the contract requirements. Evaluates plans based on Federal and Local regulations. Participates in reviewing the effects of unknown and/or unanticipated hazards encountered during a remediation project. Recommends modifications to the contractors SHERP to ensure that the health and safety of the clean-up crews and surrounding communities are not compromised.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must complete 40 hours HAZWOPER training within 12 months of placement into this position, then complete 8 hours of OSHA refresher training thereafter.
  • Position requires incumbent to obtain and maintain a valid state driver's license.
  • Position requires travel up to 25% of the time.
  • A one year probationary period may be required.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. To qualify for this position, you must meet the specialized experienced and the educational requirement. Specialized Experience: Have one year of specialized experience equivalent to GS- 11 grade level in the Federal Service applying a knowledge of engineering/ natural resources/ or physical science theories to Hazardous, Toxic, Radioactive, and Waste (HTRW) investigations of construction/ remediation projects; experience preparing environmental engineering designs, studies and/or reports; conducting contract progress evaluations and regulatory compliance checks for complex HTRW projects. Knowledge of EPA's Brownfields Program. BASIC EDUCATION REQUIREMENTS: BIOLOGIST A. Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. (Note: You must attach a copy of your transcripts.) OR B. Combination of education and experience which includes courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. (Note: You must attach a copy of your transcripts.) LANDSCAPE ARCHITECT A. Degree: Bachelor's degree (or higher) in landscape architecture or landscape design OR B. Combination of education and experience -- for each year short of graduation, the applicant must have had 1 year of experience under professional leadership and guidance of such character and diversity as to be a satisfactory substitute for the required education. This experience must have included original landscape design. ARCHITECT A. Degree: Bachelor's degree (or higher) in architecture, or a related field that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems. (Note: You must attach a copy of your transcripts.) OR B. Combination of education and experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings. PHYSICAL SCIENTIST A. Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. OR B. Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. CIVIL ENGINEER / ENVIRONMENTAL ENGINEER A. I have a bachelor's degree (or higher degree) in engineering. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher degree) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); OR (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. (Note: You must attach a copy of your transcripts.) OR B. Combination of Education and Experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1. Professional registration or licensure - Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. 2. Written Test - Evidence of having successfully passed the Fundamentals of Engineering (FE) examination, or any other written test required for professional registration, by an engineering licensure board in the various States, the District of Columbia, Guam, or Puerto Rico. 3. Specified academic courses - Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in A above. The courses must be fully acceptable toward meeting the requirements of an engineering program. 4. Related curriculum - Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. GEOLOGIST A.Degree: geology, plus 20 additional semester hours in any combination of mathematics, physics, chemistry, biological science, structural, chemical, civil, mining or petroleum engineering, computer science, planetary geology, comparative planetology, geophysics, meteorology, hydrology, oceanography, physical geography, marine geology, and cartography. OR B. Combination of education and experience -- course work as shown in A above, plus appropriate experience or additional education.
