About the Position: The U.S. Military Academy, West Point, NY is an academic institution located in the Hudson River Valley, 50 miles from New York City. The historic site is the oldest continuously occupied military post in America. West Point is a self-contained city with housing, a Department of Public Works, libraries, hospital, fire department, chapels, and restaurants. Employees have access to Eisenhower Hall Theater, Hudson Valley's performing arts center, and recreational facilities.
Duties
Oversee the content, design, and management of the U.S. Military Academy (USMA) installation web-page.
Manage digital media content, themes, messages, and campaigns on the U.S. Military Academy (USMA) official social media platforms, such as, Facebook, Twitter, Instagram and Flickr.
Research, plan, implement, and evaluate a comprehensive command information program.
Produce a variety of written and digital material.
Ensure digital information is suitable for public consumption.
Provide web-based news and features to the Department of the Army for worldwide distribution, reviewing all products prior to their release.
Serve as the publications clearing house focused on brand management and content reflecting current policy and regulations to ensure proper appearance, accuracy, consistency, appropriateness, and timeliness of information placed on the USMA web site.
Plan work to be accomplished by subordinates, set priorities, and establish schedules for work completions.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.
- The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
- This position has a requirement to lift up to 10 lbs. in the regular performance of duties.
- This position requires shift work to provide coverage on evenings, weekends, holidays, or special situations.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.

In order to qualify, you must meet the requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience, which includes: 1) Providing technical and creative support for an organization's information program; 2) Reviewing digital media content to ensure suitability; 3) Writing and/or editing informational materials, such as, news and feature press releases; 4) Using desktop publishing and/or other industry programs to edit written or digital materials; AND 5) Leading personnel or projects. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree, in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as, Public Affairs, Public Relations, or another related field.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
