The primary purpose of this position is to lead planning/scheduling of test execution, sustainment and outage periods for the 804th Test Group. Directs 80+ mil/civ/contractor team across 3 Test Squadrons, 1 Test Branch, and the Test Support Division (power & water) to establish and maintain 2 week/ 30day/ 60day/ 90day/ 6month/annual test and outage schedules.

Duties

This position provides technical and/or administrative direction to one or more subordinates, but occupies less than the required minimum of the position's time; or is not performing the full range of supervisory duties for subordinate employees (i.e., performance ratings and discipline). Serves as a consultant and expert in engineering work involved in the application of advanced theories, concepts, and principles related to engineering activities for development, test, or sustainment of a single major system or smaller multiple systems within an Acquisition Center, Sustainment Center, Test Management Center, or Nuclear Weapons Center. As a professional engineer, performs work in the application of multiple engineering disciplines to support the design, development, procurement, production, testing, evaluation, sustainment or operational maintenance of an AF or DoD-level major system with specialized applications Represents the organization with a variety of installation and functional area organizations.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-03, equivalent to the next to lower grade GS-13 or equivalent in the Federal Service. Specialized experience must include systems engineering experience involved in the application of advanced theories, concepts, and principles related to engineering activities for design, development, test or sustainment of a single major system or smaller multiple systems. AND BASIC QUALIFICATION REQUIREMENT: Must meet one of the following qualification requirements. NOTE: You must submit a copy of your college transcripts. A. Degree: Have a Bachelor's Degree in professional engineering from a curriculum (1) in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineer curriculum; or (2) include differential and integral calculus and courses (beyond first-year physics and chemistry) in five of the following seven areas of engineering science or physics; (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR B. Education/Experience: Have a combination of education and experience--college level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences, and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1. Professional Registration. Have current registration as a professional engineer. 2. Written Test. Have evidence of successfully passing the written test required for professional registration or have successfully passed the Engineer-in-Training (EIT) examination and have completed all the requirements for either (a) a Bachelor's Degree in Engineering Technology (BET) from an accredited college or university that included 60 semester or 90 quarter hours of courses in the physical, mathematical, and engineering sciences, or (b) a BET from a program accredited by ABET. 3. Specified Academic Courses. Have successfully completed at least 60 semester or 90 quarter hours of courses in the Physical, Mathematical, and Engineering sciences and in Engineering that included the courses specified in "A" above. 4. Related Curriculum. Have successfully completed a curriculum leading to a Bachelor's Degree in engineering technology or in an appropriate professional field (e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology) and have 1 year of professional engineering experience under the guidance and supervision of a professional engineer. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering type experience. You must submit a legible copy of your training plan, performance appraisal and/or a letter from your Professional Engineer Supervisor. Knowledge of a wide range of advanced multidisciplinary professional engineering concepts, principles, practices, standards, methods, techniques, materials, equipment, and of system engineering and efforts required to achieve and preserve operational safety, suitability, and effectiveness (OSS&E) in systems or end-items. 2. Knowledge of the mission, roles, functions, organizational structure, and operation of the DoD, Air Force, and organizations that govern, interface with, and/or influence systems acquisition, development, test and/or sustainment; and knowledge of planning, programming, and budgeting cycles, financial systems, and restrictions on expenditure of funds. 3. Knowledge of and skill in evaluating state-of-the-art and advancements in theory, application, technology, and policy affecting systems being developed, and in planning, organizing, and directing the functions and staff in critical aspects of development, production, sustainment, test, and/or support of systems, subsystems, or equipment. 4. Knowledge of safety, security, personnel management, and EEO regulations, practices, and procedures. 5. Skill in establishing and maintaining effective relationships, building consensus and coalitions, negotiating, and resolving conflicts with a variety of individuals and organizations as well as communicating effectively, both orally and in writing. 6. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors as well as analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.
