The primary purpose of this position is to serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees. Plans and executes the commander's media operations activities and engagements. Advises the chief of public affairs and base leadership on news media issues.

Duties

Plans, organizes, and oversees the activities of the public affairs Media Operations Division, ensuring that activities comply with legal and regulatory requirements and meet customer needs. Exercises supervisory personnel management responsibilities at least 25% of the time. Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules for completion of work. Represents the Public Affairs office with a variety of councils, boards, working groups, and panels inside and outside the agency. Serves as advisor for Public Affairs. Participates in policy formulation; advises on the potential public reaction to proposed policies, plans and actions; organizes and evaluates communication strategies, goals and objectives, programs, and materials.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-2, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Examples of specialized experience include: Applying concepts, principles, policies, and practices of a Public Affairs program and experience applying visual information principles, methods, and techniques to determine the need for, plan, coordinate, conduct, and evaluate Public Affairs and multimedia activities. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of communication concepts, principles, policies, practices, methods, applications, techniques, standards and trends applicable to researching, planning, developing, coordinating, leading and evaluating broad Public Affairs and visual information programs and requirements, strategies and assets to perform the mission. Knowledge of safety and security regulations, practices and procedures. Ability to plan, organize and direct the functions, mentor, motivate and appraise the staff of an organization. Ability to communicate both orally and in writing. Knowledge of the methods, concepts and techniques to develop, research, analyze and evaluate written materials and visual information products to effectively prepare communication products on matters of importance while representing a wide variety of organizations and viewpoints. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
