THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a DIRECTOR OF INSPECTIONS, Position Description Number T5867000 and is part of the KS 184 Intelligence Wing, National Guard.

Duties

As Director of Inspections, GS-1801-12, you will serve as the focal point for interpreting, developing, and implementing Air Force inspection policy and wing-level long-range strategic plans. Provides direction and oversight of internal and external inspections, audits, evaluations, reviews, exercises, and analyses to determine unit effectiveness and efficiency. Ensures operational, contingency, and mobilization plans adhere to policy and direct the effective use of wing resources. Perform other duties as assigned.

  • Must be able to obtain and maintain a Secret clearance within a year of appointment
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • Employee will be required to wear and use personal protective equipment as required and provided by the employer.
  • Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
  • Position designated as Essential and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.
  • Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.
  • May be required to travel by car, in military and/or commercial aircraft, and by other means of transportation as appropriate to perform temporary duty assignments.
  • The employee is subject to random drug testing. Pre-employment drug testing and participation in random drug testing is a condition of employment.
  • Incumbent must complete the wing Inspector General Training Course Inspections, Inspector General Training Course Complaints Resolution, USAF Nuclear Inspector Course within 180 days of appointment.

Qualifications

GENERAL EXPERINECE: Must have experience,education, or training which has provided the applicant with skill in collecting and analyzing data effectively, efficiently, and accurately; knowledge of applicable laws, directives, regulations, policies, and procedures; skill in interpersonal communications, empathy, and effective listening; ability to organize thoughts, research materials, and manage case projects; skill in comprehending and interpreting directives and laws; ability to enunciate without impediment of speech that would interfere or prohibit effective communications; ability to write reports and presentation formats; and ability to communicate -orally and in writing- clearly and effectively. SPECIALIZED EXPERIENCE: Must have at least one-year specialized experience equivalent to at least the next lower grade. In addition to high analytical abilities, must have expert knowledge of all applicable Inspector General Program principles and practices related to federal civilian, military, and National Guard, operational, administrative and technical programs. Must have experiences in planning for and executing inspector general programs and using software data systems. Experienced in the procedures to inspect and report on the state of discipline program efficiency and effectiveness, and readiness of military and civilian forces. Experiences involved work as the primary inspector general advisor with responsibilities to plan, direct, and manage inspector general programs. Experienced in conducting investigations and inspections to ensure compliance with agency policies, practices, and regulations. Experienced in providing policy, guidance, oversight, and directions for the inspection programs; complaints resolution; Fraud, Waste, and Abuse; strategic plans and programs; and the Commander's Inspection Program. Competent in the inspector general program concepts and policy regulations. Has demonstrated skills in the development of programs, procedures, and methods to implement, evaluate, and maintain the inspector general program. Experienced in developing risk-based sampling strategies and annual inspection plan focusing on the Wing Commander's priorities. Experienced in multiple and specific inspector general computerized programs. Experienced and skilled in writing standardized operating procedures for the inspector general programs. Experienced in interpreting and developing inspection policies, procedures and applicable Memorandums of Understanding or Memorandums of Agreement with host or tenant organizations, if applicable, as well as state, city, and/or county agencies in order to adequately evaluate the National Guard's overall mission readiness. Experienced in providing supervisory duties, directing administrative, technical, and operational directions and established broad objectives for long-range strategic plans or new programs. Experienced in developing, interpreting, and implementing the Army, Air Force, or both services' inspection policy. Experiences involved planning and organizing assigned programs, estimating unit resources, capabilities, and objectives. Experienced in coordinating with staff and line management personnel, and skilled in conducting all phases of projects. Experienced and skilled in providing definitive interpretations of regulations and study procedures; and competent experiences involved initializing new inspections, interviews, and research application, methods, and functions. Experienced in identifying potentially controversial findings, issues, or problems with widespread impacts. Experiences included writing and analyzing projects, evaluations, or reports. Competent in providing recommendations on organizational goals, guidelines, and effectiveness to achieve intended objectives. Experienced in using expert judgment, initiative, and resourcefulness to deviate from established methods to modify, adapt, and/or refine broader guidelines to resolve specific complex or intricate issues and problems. Demonstrated expertise on interpreting research trends and patterns which resulted in the development of new inspector general programs, methods and criteria. The performed work experiences involved identifying and developing ways to resolve problems or cope with issues and providing realistic data for leadership to improve planning and operational aspects of guard missions.
