This position serves as the Infrastructure Operations and Maintenance Division (NA-914), and is responsible for the and provision of budget guidance for the annual budget, and for the successful planning, prioritization, and execution of all infrastructure activities, ensuring that the mission-enabling infrastructure at NNSA sites is planned, acquired, constructed, revitalized, and decommissioned/disposed in a safe, environmentally sound, secure, efficient, and reliable manner.

Duties

As a program Manager you will: Direct, oversees, and evaluates overall work accomplishment of staff. Reviews projects, reports, group, and individual performance for consistency with policies, regulations, adequacy, timeliness, and effective utilization of resources. Manages the development of policy and directs the planning of DOE/NNSA infrastructure operations, maintenance, and modernization. Lead key aspects of enterprise acquisition strategy development regarding infrastructure operation, maintenance, and modernization. Ensure a sustainable capability to execute mission objectives now and in the future by balancing near-term operational needs and longer-term capability requirements related to operations and maintenance of the NNSA infrastructure. Provide program management direction and oversight of the maintenance, operations, and modernization efforts for NNSA infrastructure including planning, programming, budgeting, and execution of the infrastructure program for the National Security Enterprise. Lead effective long-term planning, systems analysis, and services to ensure a sustainable, effective, and efficient NNSA infrastructure to safely meet program needs.

Qualifications

A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA pay band level or GS grade level in the Federal Service, i.e. EN-03 or GS-13. Specialized experience for this position is defined as: Experience providing leadership and administrative and professional services directly effecting a large and complex installation in order to manage and make decisions regarding infrastructure and infrastructure-related activities, to include knowledge of enterprise status and conditions; and relevant policies, resources, and practices. Examples of specialized experience include but are not limited to the following: - Analyze, interpret, apply, and modify Program/Project Management and Financial/Business Management principles, policies, initiatives, and systems to improve infrastructures and operations within NNSA. - Conduct extensive studies, analyze findings, and make recommendations on substantive infrastructure programs that have a broad impact on departmental or government-wide policies and procedures. - Present infrastructure, operations, and budget recommendations, negotiate solutions to policies and procedures of a controversial nature in meetings involving national level stakeholders or other senior officials outside the incumbent's immediate agency. - Support a major organizational component or program by applying experience in infrastructure, operations, and budget to analyze, interpret, and adapt existing administrative policies and regulations; and to resolve complex or controversial problems that cross multiple agency component lines.
