This position is located in the Fleet and Family Readiness (F&FR) Division at Navy Region Northwest. The incumbent is responsible for the management, control and accomplishment of assigned functions associated with the facility. As a working manager, the incumbent provides, under the direction of the Installation Site Manager, a variety of social and recreational services and programs.
Duties
Plans, directs and manages a well rounded facility program which may includes dining, social and recreational services, events and related activities.
Uses initiative, judgment and originality in food, beverage and program planning, merchandising and control. Applies existing guidelines and develops own supplements and procedures for use by staff (where applicable) to evaluate patron needs and interests. Takes corrective action as required to ensure accuracy of data and effectiveness of systems.
Promotes effectiveness and efficiency within the facilities programs using strong organizational and budgetary guidelines and internal controls necessary to provide reasonable assurance of accomplishing management goals and objectives.
Meets budgetary requirements, provides customer information requests, etc.
Implements established Fleet Readiness training programs that will inform employees of the benefits of their employment and teach them to be thoroughly knowledgeable of their particular duties. Provides adequate supervision to see that those duties are carried out. Ensures equal opportunity employment practices.
Directly responsible for all aspects of the program, including full accountability for all employees (whether NAF, military, contractor or other).
Works closely with other activity managers, advisory committee members, supervisor, vendors, professional counterparts, outside agencies and organizations, etc, to ensure the program is responsive; all levels of supervision are informed of established program policies, special events, problems or other pertinent information; and that facility and equipment are maintained in good working condition and operational, safety, sanitation, security and other deficiencies are identifies and corrected.
Applies financial and accounting knowledge and skills regarding non-appropriated fund entitlements and procedures for a sound fiscal policy, which meet not only program objectives but both short and long term goals.
Ensures proper military protocol and decorum are practiced. Conducts activities and programs with normal military protocol, courtesies, and social activities. Promotes and publicizes in every authorized media available to programs, services and facilities on a cost-effective basis to have a well-informed, participating audience.
Provides both general and technical guidance and support to program personnel; also provides similar services to patrons and perspective program/facility users.
Manages the operation and utilization of associated program and services, assigned assets, personnel, internal controls and related fiduciary responsibilities.
May be required to perform duties of subordinate positions.
Performs other related duties as assigned.
Qualifications
The incumbent is under the direct supervision of the Business Activity Site Manager who sets overall program goals and objectives and in consultation with the incumbent, establishes the scope and range of work programs to be performed. The incumbent plans, schedules, coordinates and directs the work of lower grade personnel, resolves most conflicts, interprets policy and determines methods and practices required to complete and maintain social and recreational programs and activities. Performance normally is evaluated by assessment of the overall results attained. Specific studies related to long range planning are usually technically reviewed by the supervisor. Incumbent recognizes technical problems such as mistakes in documenting and recording funds generated from all sources and confers with supervisor or regional accounting specialist to resolve them after searching our internal controls to develop a recommended solution.
The incumbent is provided with a variety of Navy regulations and manuals applicable to maintaining and FLEET READINESS activity for eligible patrons and dependents. However, these guides frequently lack sufficient detail on which to base day to day management. The incumbent must select, interpret and adopt the guidelines in the performance of studies, analysis, reviews and evaluations. The incumbent must often make compromises and adaptations within the framework of established objectives and develop recommendations for changes, improvements or more efficient operations.
The works consists of continuing assignment involving a wide variety of different and unrelated methods and processes related to the direct on site management of the FLEET READINESS facility, program, service or event.
Decision regarding what needs to be done include the assessment of problems encountered what may pertain to any or all phases of program management such as significant changes in the needs and desires of the patrons served and other appropriate relationships. The work usually required the assessment of such critical elements as employee turnover, (where applicable) current and projected operating costs, structural or physical condition of FLEET READINESS program facility assets to formulate recommendations or directives governing overall assigned operations. The Incumbent must be alert for possible trouble areas to avoid discontent among patrons and installation officials, invited guests and participants.
The work involves treating a variety of operational and administrative problems by planning, scheduling and coordinating the operations of FLEET READINESS programs and effectively and efficiently using assigned facilities and equipment. It also involves resolving a variety of patron related problems, formulating directives and evaluating the adequacy of services provided.
Work is performed in a variety of locales. Most are lighted, heated and ventilated. However, outside programs and events will cause exposure to dusty or dirty conditions. Incumbent may be expected to be in inclement weather as well as in hot kitchens and around BBQ's, open air party/event areas. Functions and areas will be dependent upon programs and events as assigned.
