THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. NEW MEXICO ARMY NATIONAL GUARD This National Guard position is for a SECURITY SPECIALIST (PROTECTION), Position Description Number T5004P01 and is part of the NM DCSOPS, National Guard.

Duties

This position is located within the Adjutant General's, Special Staff. The primary purpose of this position is to serve as the Joint Force Headquarters (State) (JFHQ-STATE) Protection Officer for Army and Air functional elements and related physical and operations security policy and issues, handling of intelligence and law enforcement sensitive information, managing assigned program areas, directing studies and reviewing, revising and implementing protection policy and projects.

Requirements

  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a probationary period.
  • Participation in direct deposit is mandatory.
  • Must attend the ARNG Security Manager Course within 12 months of hire
  • Must obtain the Security Professional Certification(s) within 24 months of hire
  • An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • Must be able to obtain and maintain a Top-Secret security clearance.
  • Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
  • This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration.
  • The incumbent may be required to travel in military and/or commercial vehicles to perform temporary duty assignments
  • Prior military experience preferred, but not required.

Qualifications

SPECIALIZED EXPERIENCE: Must have experience in formulating and implementing plans and processes, overcoming obstacles and conflicts, and managing the state's force protection and anti-terrorism programs. Must have expert experiences in reviewing, analyzing, and assessing law enforcement sensitive information. Experienced in managing and directing assigned program areas, conducting studies and reviews; and, writing, publishing and implementing force protection policies and projects. Knowledgeable in security program specialties to include physical, personnel, and operational security. Experienced in correctly identifying and resolving conflicting and complex policy and program objectives, and procedures within the security functional area. Experienced in the specialized field of force protection and anti-terrorism, and physical and operations security. Has comprehensive, authoritative knowledge of Executive Orders, legislation, and Department of Defense, National Guard Bureau, United States Army, US Air Force, Major Commands and Major Components' policy requirements. Experienced in formulating comprehensive and integrated state force protection programs; and experienced in applying regulatory requirements and reducing command specific vulnerabilities. Competent to apply innovative and new security theories and concepts to provide overall enhanced security of installation resources and personnel. Knowledgeable of law enforcement and security policy requirements and procedures. Possess communication skills to develop organizational working relationships and able to manage program segments with diverse military, civilian, professional, and technical populations. Capable and skilled to provide recommendations for making key decisions and policy development on short and long term security planning. Must demonstrate understanding of cooperative agreements, oversee and execute budgets within regulatory guidance. Must demonstrate strong understanding of Anti Terrorism, physical security and Force Protection procedures.

Education

A Masters Degree from an accredited college/university. A college degree coursework including completed academic courses in criminology, law enforcement administration, criminal justice, homeland security, anti-terrorism, or a closely related area is optimum.
