The duties of the Supervisory Prosthetic Representative (Chief of Service) at the Central Virginia VA Health Care System - Richmond, within the VA Mid-Atlantic Health Care Network, VISN 6, are to administer, supervise, and perform work concerned with rendering prosthetic and sensory aids services to disabled patients.

Duties

The incumbent will manage and supervise all phases of the Prosthetic Treatment Center (PTC) and its associated operations. The PTC is designed to fully integrate all facets of Prosthetics programs and with specialized clinical disciplines and facility leadership to maximize treatment modalities through exploring multi-disciplinary service-industry models for veterans. In addition, incumbent: Plans, develops, evaluates, and directs the Prosthetic Treatment Center. Understands the complex and unique activities and characteristics of a Level 1 Polytrauma facility; the special medical programs that support and/or supplement treatment, such as Spinal Cord Injury, Traumatic Brain Injury, Driver Rehabilitation Training, Visual Impaired Service Team, Physical Medicine and Rehab Services, Extended Care and Rehab Services, PACT Committee, Prosthetic Implants, and Community Based Outpatient Clinics and Satellite Centers. Serves as a liaison with amputees from current or future military operations who are being treated at Walter Reed Army Medical Center (WRAMC). Serves as an oversight manager and technical advisor to clinicians regarding selection, prescription, and acquisition of prosthetic devices which involves furnishing information concerning matters such as new developments in the field of prosthetics and sources of supply for such devices, which includes high-tech appliance components and sophisticated environmental control unit and communication devices. Interprets prescriptions of clinicians to make certain that proper prosthetic devices are selected for, or by, the patients. Authorizes the purchase, fabrication, or repair of prosthetic devices. Maintains a continuous liaison with manufacturers and dealers of prosthetic supplies, inspects their facilities and services, and participates in the award of prosthetic appliance contracts. Participates in investigative/research project studies by selecting patients as pilot wearers of newly developed prosthetic items, evaluates the usefulness of such items, and compiles data for analysis. Maintain close liaison with the VISN Prosthetic Representative (VPR) and serves as Acting VPR in the absence of the VPR. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency. Experience and Education:To qualify for this position, you must meet at least one of the requirements below. Experience: One year of creditable experience that demonstrates: Knowledge of basic anatomy and medical terminology; knowledge of accounting methods; ability to research, analyze, comprehend, and apply decisions; basic knowledge of inventory management procedures; ability to use computer software packages for word processing, spreadsheet development, and database management; and ability to work independently and as a member of a team; OR Education: A bachelor's degree from an accredited educational institution AND at least 24 semester hours in course work related to health care, public administration, or business. The 24 semester hours could include but is not limited to any combination from the following fields: occupational therapy, physical therapy, kinesiotherapy, social work, psychology, prosthetics, orthotics, respiratory therapy, assistive technology, business law, leadership, healthcare, public administration, or business management. This course work may have been completed within the degree or in addition to the degree; OR Experience/Education Combination: Equivalent combinations of experience and education are qualifying. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grandfathering Provision. All persons employed in VHA as a Prosthetic Representative on the effective date of this qualification standard are considered to have met all qualification requirements for the title, series and grade held, that are part of the basic requirements of the occupation. For employees who do not meet all the basic requirements in this standard, but who met the qualifications applicable to the position at the time they were appointed to it, the following provisions apply: (1) Employees grandfathered into the GS-0672 occupational series as prosthetic representatives may be reassigned, promoted up to and including the full performance (journeyman) level, or changed to lower grade within the occupation, but may not be promoted beyond the journeyman level or placed in supervisory or managerial positions. (2) Prosthetic Representatives who are appointed on a temporary basis prior to the effective date of the qualification standard may not have their temporary appointment extended or be reappointed, on a temporary or permanent basis, until they fully meet the basic requirements of the standard. (3) Employees who are retained as a Prosthetic Representative under this provision and subsequently leave the occupation lose protected status and must meet the full VA qualification standard requirements in effect at the time of reentry as a prosthetic representative. Grade Determinations: At least one year of experience equivalent to the GS-12 grade level. Examples of this experience includes: Full management and supervisory responsibility for program management, education, human resource management and supervision, and organizational stewardship for the prosthetic program; Responsible for all supervisory functions including recruitment and hiring; Approves and disapproves employee leave requests; monitors time and attendance; and ensures that all requests for hiring, promotions, awards and disciplinary actions are justified and carried out according to appropriate VA Human Resources policies and procedures. AND Demonstrated Knowledge, Skills, and Abilities: In addition to the experience above, the candidate must demonstrate all of the following KSAs: Knowledge of directives, handbooks, clinical practice guidelines, and regulations that apply to Prosthetic and Sensory Aids Service to resolve complex, controversial, or precedent-setting matters. Ability to manage specialty prosthetic services. This includes the ability to provide specialty services based on the unique needs of the patient. Skill and ability to effectively advise senior management officials. Ability to manage a health care program that provides home medical equipment, rehabilitation services, home oxygen, visual or hearing impairment devices, assistive technology, orthotics, or prosthetics. Ability to supervise/manage through subordinate supervisors the activities of prosthetic representatives that have diverse functions. Ability to establish and monitor productivity standards and production and performance priorities. The actual grade at which an applicant may be selected for this vacancy is GS-13. Physical Requirements: Physical demands require standing, walking, and lifting less than 20 pounds on a limited basis.
