Duties

Summary The primary purpose of this position is to serve as Chief Education and Training with the responsibility for developing and directing command-level support and advisory services for Education Services, Military and Civilian Training, enlisted and Officer Professional Education (PME) and acts as the Executive Agent for the USPACOM Executive Agency. Is the first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to HQ PACAF/DPFE. Duties Plans, organizes, and directs the activities of the Education and Training Branch, ensuring that Education Services, Military and Civilian Training, Enlisted and Officer PME comply with legal and regulatory requirements and meets customer needs. Exercises supervisory personnel management responsibilities. Represents HQ PACAF/DP with a variety of installation and functional area organizations in all aspects of the Military and Civilian Education and Training, voluntary Education; Enlisted and Officer Professional Military Education; and Professional Development Programs. Policy Development/Review and Program Evaluation.

Qualifications

*This position is limited to Joint Base Pearl Harbor - Hickam, HI Air Force Internal Employees.* In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, to include the Individual Occupational Requirements (IOR) for the GS-1740, Education Service series. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Applicants must have a Degree: that included or was supplemented by at least 24 semester hours appropriate to the position to be filled in one or a combination of the areas described below. At least one course must have been from (1) or (2) below. For guidance counselor positions, a college or university-sponsored practicum in counseling is also required. NOTE: You MUST submit a copy of your transcripts. Tests and measurement: Study of the selection, evaluation, administration, scoring, interpretation, and uses of group and individual aptitude, proficiency, interest, and other tests. Adult education: Study of the adult as a learner, teaching-learning theories for adults, models and procedures for planning, designing, managing, and evaluating adult learning activities. Educational program administration: Study of the foundation and methods in organizing for adult and continuing education programs. Curriculum development or design: Study of the principles and techniques for development of curricula for adult or vocational education programs. Teaching methods: Study of teaching strategies and learning styles of the adult learner. Guidance and counseling: Study of the purposes and methods in counseling and guidance, the role of the counselor in various settings, approaches to counseling, and the uses of tests in the counseling situation. Career planning: Study of career development, learning activities, systems, approaches, program coordination, use of educational and community resources, and vocational counseling systems. Occupational information: Study of theories of occupational choice and vocational development and their application to the guidance process. Identification and utilization of various types of occupational information and resources. AND In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes, (1) Knowledge of voluntary education, military education and training laws, executive orders, regulations, policies, directives, instructions, concepts, theories, practices, techniques and procedures; (2) Knowledge of safety and security regulations, practices, and procedures; (3) Planning, organizing, and directing the functions and staff of a small to medium sized organization; (4) Communicating effectively, both orally and in writing; (5) Using a working knowledge of installation level military training and education programs; (6) Experience as Education Services Chief at installation level and staff experience at headquarters or higher level. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of voluntary education, military education and training laws, executive orders, regulations, policies, directives, instructions, concepts, theories, practices, techniques and procedures. 2. Knowledge of safety and security regulations, practices, and procedures. 3. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. 4. Ability to communicate effectively, both and in writing. 5. Knowledge of installation level military training and education programs. 6. Experience in implementation and management of MEO organizations under A-76. 7. Experience as Education Services Flight Chief at base level and staff experience at MAJCOM or Air Staff. 8. Ability to adjust to work operations to meet emergency and/or changing program or production requirements within available resources. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
