This position is located with the Bureau of Indian Affairs, Cheyenne River Agency, Superintendent - Cheyenne River Agency in Eagle Butte, South Dakota.
Duties
Responsible for serving as the line official in charge of the daily operations and special projects of Indian Affairs assigned at the Region that include Indian Services and Administration programs.
Work in development of current and long-range plans for coordinating programs consisting of Transportation, Facilities, Safety, Self-Determination, Social Services, Budget, Property Management, Finance, and Contracting.
Meet with Tribal Chairman and President, Tribal Council, and Board/Committees for special meetings.
Coordinate recruitment, promotion, awards, and training activities, both as a supervisor and advisor to other management officials.
Initiate and coordinate requests for personnel actions with the human resources office both as a supervisor and advisor to other management officials.
Serve on the region-wide team for workforce planning to ensure implementation and execution of daily duties for the Region/Agency, including hiring.

Qualifications
EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standards for Administrative and Management Positions, GS-0340).
GS-14: I have at least 1 year of specialized experience* or the equivalent, comparable to at least the GS- 13 in the Federal Service (obtained in either the public or private sector). Specialized experience includes demonstration of administrative management principles and concepts for sound program oversight and supervision; applying and interpreting laws and regulations which govern trust and non-trust program operations; working knowledge of bureau systems including but not limited federal fund distribution and oversight and supervision; applying and interpreting laws and regulations which govern trust and nontrust program operations; working knowledge of bureau systems including but not limited to federal fund distribution and oversight; utilize project management skills with managers, and others to achieve administrative goals and objectives, executing policies and directives; supervising subordinate staff; exercising oversight and control of administrative support activities, including budget administration and financial management; contracting; property, space, and supply management; human resources management; purchase and procurement; federal records management; federal travel; timekeeping/payroll; and organizational compliance with applicable laws, regulations, policies, and procedures.
*SPECIALIZED EXPERIENCE: Experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position and is typically in or related to the position to be filled.
~This is a key management position. Simply meeting time-in-grade in occupations where directing and managing Indian trust responsibilities and programs was not performed, will not be qualifying.
