This position is located in the Veterans Benefits Administration, St. Petersburg Regional Office located in St. Petersburg, FL. The primary purpose of the Program Specialist, HR Liaison position is to provide HR advisory services in all matters pertaining to human resources management . Functions include, employee leave and benefits, recruitment and staffing, employee and labor relations, ensuring all actions are in accordance with agency protocols and regulations

Duties

Assist the staff and managers to develop and implement policies, procedures, and guidelines which institute processes for work to run as effectively and efficiently as possible. Tracks any lag time with recruitment or classification actions; providing solutions to management on how to improve processing times for recruitment actions. Assists in the duties for the following programs: Employee Engagement and Recognition Programs, and Performance Management. Timekeeper duties for assigned personnel; performed daily to ensure accuracy. Provide technical advice and assistance and disseminates human resource information to organization. Review classification standards, guides, to assist and coordinate classification assignments. Keep abreast of new developments and regulatory guidance from higher authorities and provides interpretative guidance to subordinate regional activities. Provide advice and assistance on automated classification system. Briefs Executive Leadership on hiring and classification actions during weekly meeting staff meetings. Provide briefings on attrition and turnover rates are at current levels, reason for loss, and avenue for recruitment to increase or improve work issues. Works with Executive Leadership on short-range planning for growth in the future . Provide management advisory services in counseling, advising management on developing and maintaining the proper balance between organization strategic plans and goals.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/29/2024. The Office of Personnel Management's (OPM's) group qualification standards covering white collar occupations in the Federal competitive service can be found: Here Specialized Experience: GS-09 GS-09: Applicants must have one (1) year of specialized experience equivalent to at least the next lower grade (GS-07) in the federal service. Specialized experience is work experience that equipped the applicant with the knowledge, skills and abilities (KSA's) to perform successfully the duties of the position. Specialized experience for this position is defined as: (1) Experience performing employee and management advisory services for specific requests requiring research of human resources policies and practices related to staffing, employee relations or benefits; (2) Guiding employees in resolving primarily common work-related or personal problems;(3) Providing leaders and employees with information and interpretations of the organization's policies, procedures, and guidelines; AND (4) Providing advice regarding appropriate levels of personnel actions. OR Applicants may substitute Graduate Education education to qualify for grade GS-09: Applicants may substitute education for experience with an awarded master's or equivalent graduate degree from an accredited college or university, or two full years (36 semester hours or 54 quarter hours) of progressively higher level graduate education leading to such a degree. This graduate degree or education must be in accounting or in a related field such as business administration, finance, or public administration. OR Applicants may substitute a combination of graduate education and specialized experience to qualify for grade GS-9. If you have some, but not all, of the graduate education described above AND less than one full year of the specialized experience described above, you may qualify by combining the amount of creditable education and experience that you do have. Only graduate education in excess of the amount required for the next lower grade level, and earned toward a master's degree, may be used to qualify applicants for positions at grade GS-9. To calculate, first identify the education you have earned beyond your first year of study as a percentage of a total of two years of study. Then identify the number of months of specialized experience you have as a percentage of 12 months. Add the two percentages. The total must equal at least 100 percent in order to be qualifying. For example, an applicant who has 27 semester hours of graduate level education (i.e. 50% of graduate education required beyond the first 18 credit hours earned) and who has 6 months of creditable specialized experience (i.e., 50% of the one year of specialized experience required) would meet 100% and thus be qualified for the position. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grade GS-9. If you are claiming to qualify based on your education, your application must include an official or unofficial copy of graduate level transcripts that demonstrate this information. GS 11 Applicants may combine education and experience to qualify for grade GS-11. To qualify at the GS-11 level: Applicants must have One year of specialized experience which was equivalent to the (GS-09) level. Specialized experience is defined as: professional working experience that typically include: (1) Applying and providing guidance on multiple fields of Human Resources rules, regulations, and procedures including Personnel Management, Recruitment and Staffing, Classification, Employee Benefits (OWCP, retirements, and insurance programs), and/or Labor Relations; (2) Providing advisory services to leaders and employees on a range of human resources concepts, laws and policies; (3) Assisting leadership in solving a range of complex problems and issues; AND (4) Participating in policy development groups or projects based on broad organizational requirements. OR Education: A PhD or equivalent degree or three full years of progressively higher level graduate education leading to such a degree may be substituted. This graduate degree or education must be in accounting or in a related field such as business administration, finance, or public administration. If you are claiming to qualify based on your education, your application must include an official or unofficial copy of graduate level transcripts that demonstrate this information. OR Applicants may substitute a combination of graduate education and specialized experience to qualify for grade GS-11. If you have some, but not all, of the graduate education described above AND less than one full year of the specialized experience described above, you may qualify by combining the amount of creditable education and experience that you do have. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grade GS-11. GS 12 To qualify at grade level GS-12 Applicants must have at least one (1) year of specialized experience equivalent to at least the next lower grade (GS-11) in federal or other services, in the normal line of progression for the occupation within the organization. Specialized experience is defined as: (1) Providing advisory services, quality review services, or experience drafting and approving standard operating procedures and/or other forms of regulatory guidance covering multiple fields of Human Resources rules, regulations, and procedures including Personnel Management, Recruitment and Staffing, Classification Benefits (OWCP, retirements, and insurance programs), and/or Employee and Labor Relations; (2) Providing advice and guidance in the areas of classification and staffing and recruitment; (3) Defending agency actions in front of a 3rd party hearing (FLRA, MSPB; (4) Experience as the chief negotiator in labor relations. There is no educational substitution for GS-12 grade level. Note: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience you document, to include volunteer experience.

Education

There is no provision to substitute education for specialized experience at the GS-12 grade level.
