This position is part of the Defense Human Resources Activity. The incumbent serves as an expert planner, analyst, and advisor for Program Analysis and Evaluation. The incumbent develops plans and projects; collects and analyzes the necessary data; identifies and validates requirements; and investigates and resolves complex issues to support all DSSC program analysis and evaluation processes and deliverables.
Duties
As a RESOURCE MANAGEMENT ADVISOR at the GS-0301-14 some of your typical work assignments may include:
Coordinates and supports the development of the annual Program Objective Memorandum (POM) for the Defense Support Services Center (DSSC) portfolio of programs.
Guides, coordinates, supports and monitors programming, analysis, and control of funds; evaluates annual financial plans and monitors the execution of funds to ensure compliance with approved plans and governing instructions and directives.
Performs continuing analysis of the effectiveness, efficiency, cost effectiveness, schedule adherence, and other key parameters of the health of DSSC programs.
Provides technical advice and guidance to DSSC leadership and program directors on a wide variety of issues related to strategic acquisition planning, vision, priorities, program procurement requirements, and resource management.
Coordinates with DHRA acquisition staff and contracting officers, as well as DSSC program Contracting Officer's Representatives and program managers, to ensure timely completion of milestones and deliverables in the DHRA acquisition process
Monitors active contracts, Grant/Cooperative Agreements, Inter Agency Agreements and Military Interdepartmental Purchase Request requirements.
Supports the DHRA Risk Management & Internal Controls Program and the development of recommendations for continuous process improvement for DSSC, encompassing the full spectrum of fiscal and requirements management.

Qualifications
You may qualify at the GS-14, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the 13 grade level in the Federal service:
Oversees all phases of budgeting and execution processes to include formulation, preparation, execution, entitlements and ensures proper postings in the DoD Financial Management Process.
Produce project studies analysis of effectiveness, efficiency, and productivity in order to identify and assess business challenges and opportunities.
Apply qualitative and/or quantitative methods for the assessment and improvement of complex programs, budget processes, plans, and/or systems.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
