About the Position: The incumbent will serve as an Accountant with the G8 in Fort Sill, Oklahoma. The purpose of this position is to establish and maintain the accounting programs and procedures to steward financial resources and provide professional managerial accounting analyses, advice, and assistance to installation program directors and financial managers.

Duties

Completing financial audits to resolve monetary discrepancies. Providing accounting guidance to program directors to ensure compliance with regulations. Reviewing financial data to analyze monetary trends. Review, analyze, and monitor unmatched disbursements and collections, and failed intermediate documents. Manage risk management internal controls.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Obtain and maintain a SECRET security clearance.
  • Temporary Duty Travel (TDY) is required approximately 10% of the duty time.
  • This position requires obtain a Financial Management Certification Level 1 for GS07 and Level 2 for GS-09 grade and above. Failure to obtain this certification within the required time may subject the incumbent to adverse action.
  • Incumbent is required to submit a Financial Disclosure Statement, SF-278, (5CFR Part 2634, Subpart B USOGE, 11/04), Executive Branch Personnel Public Financial Disclosure Report upon entering the position and annually.

Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") OR B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: In order to qualify at the GS-07 level: Specialized Experience: One year of specialized experience which includes: 1. Researching accounting errors in order to prevent re-occurrence, 2. Processing financial transactions using an automated computer system, and 3. Receiving requests from departments regarding expiration of funds. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-05). In order to qualify at the GS-09 level: Specialized Experience: One year of specialized experience which includes: 1. Analyzing accounting reports in order to identify problematic transactions for timely resolution per guidance, 2. Monitoring status of funds to ensure prior year funds are effectively utilized or returned, and 3. Reviewing financial data to analyze monetary trends. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). In order to qualify at the GS-11 level: Specialized Experience: One year of specialized experience which includes: 1. Providing accounting guidance to program directors to ensure compliance with regulations, 2. Developing accounting data structure in order to balance lines of accounting, and 3. Completing financial audits to resolve monetary discrepancies. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in Education above. Superior Academic Achievement is based on:
(1) Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses;

(2) Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.;
