This position is located in the VA Debt Management Center, within the Office of Finance, Office of Management. The incumbent is assigned to the Support and Strategic Operations Division (SSOD) and reports to the Administrative Officer, closely working with all levels of DMC Management on a regular and recurring basis. The incumbent serves as the Human Resources Management (HRM) Liaison Assistant providing technical and administrative support for the Specialists and Manager.

Duties

Performing on-boarding and orientation duties to welcome new employees to DMC, in person or virtually. Serving as the primary point of contact between agency employees and the St. Paul Regional Office's (RO) PIV Team. Providing customer support to employees by answering questions, resolving access issues, and working through inquires and help tickets in the LEAF system. Serving as the timekeeper to the DMC for the Government Time and Attendance System (GOVTA). Expert knowledge to understand required documents related to any type of leave in order to effectively process employee pay. Strong verbal and written communication skills to serve employees, supervisors, and management on a regular and routine basis. Assisting with administrative support for all civilian employee benefits matters for the DMC. Coordinates communication regarding Benefits Open Season with agency employees. Performs other duties as assigned. Work Schedule: Tour will be established between 6:00AM - 4:30PM CST Telework Available: Available (Up to and including 100% telework in local commuting area). Regular on-site requirements at agency worksite (Ft. Snelling, MN) apply. Duty Location Status: Fort Snelling, MN - Must live within local commuting area (50 miles) of Agency Worksite. Title/PD#: Program Support Assistant GS - 5/6/7; PD 41754-A, PD 41753-A, PD 41752-A Promotion Potential: GS-07 Time-in-grade: Applicants who are/were federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. There is no time in grade requirement for GS-05. For a GS-06 position you must have served 52 weeks at the GS-05 level. For a GS-07 position you must have served 52 weeks at the GS-06 level. To support your claim of time in grade, you must submit your most recent appointment, promotion, or within grade increase SF-50 (not an award or general adjustment SF-50). Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. Qualifications

Specialized Experience: To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/25/2024. The Office of Personnel Management's group coverage qualification standards, associated individual occupational requirements (IOR), and individual qualification standards covering white collar occupations in the Federal competitive service can be found Here. To qualify for the GS-05 To qualify, applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-04) in the normal line of progression for the occupation in the organization. Specialized experience is defined as: (1) Assisting employees with answering basic questions pertaining to pay, leave, benefits, and other administrative areas; (2) Entering data into forms and computer systems to process administrative actions; AND (3) Assisting senior team members in solving employee issues. OR Applicants may substitute Undergraduate Education to qualify for grade GS-5. Applicants may substitute education for experience: 4 years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school. OR Applicants may substitute a combination of Undergraduate Education and General Experience to qualify for grade GS-5. If you have some, but not all, of the undergraduate education described above AND less than three full years of the general experience described above, you may qualify by combining the amount of creditable education and experience that you do have. To calculate, first identify the percentage of qualifying education you have as a percentage of four years of study. Then identify the percentage of required general experience you possess as a percentage of 36 months. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-05. If you are claiming to qualify based on your education, your application must include an official or unofficial copy of college transcripts that demonstrate this information. To qualify for the GS-06, applicants must have one (1) year of specialized experience equivalent to at least the next lower grade (GS-05) in the normal line of progression for the occupation in the organization. Specialized experience is defined as: (1) Assisting employees with answering questions pertaining to pay, leave, benefits, and other administrative areas; (2) Processing payroll and administrative actions with some assistance; AND (3) Using organizational and problem solving skills to resolve employee issues with some assistance from senior team members. There is no educational substitution at this grade level. To qualify for the GS-07, applicants must have one (1) year of specialized experience equivalent to at least the next lower grade (GS-06) in the normal line of progression for the occupation in the organization. Specialized experience is defined as: (1) Assisting employees with answering questions pertaining to pay, leave, benefits, and other administrative areas; (2) Processing payroll and administrative actions with some assistance; AND (3) Using organizational and problem solving skills to resolve employee issues with some assistance from senior team members. There is no educational substitution at this grade level. NOTE: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You will be rated on the following competencies based on your application for this position.
