You will serve as a Transportation Site Manager in the Production Division, Public Works Department, NWS Earle, of Naval Facilities Engineering Systems Command (NAVFAC) Mid-Atlantic.

Duties

You will be responsible for all public works transportation maintenance and operations, including the management of the Industrial Services Branch. You will oversee rental/lease, crane services, ordnance handling equipment (OHE), material handling equipment (MHE), weight handling equipment (WHE) and railroad services. You will ensure all Transportation Products and Services conform to NAVFAC P-300, P-307, P-301, NAVSUP 538, and applicable DOD and FMR regulations. You will oversee the maintenance program for rolling stock equipment such as locomotives and boxcars and related trackage. You will ensure work is being effectively integrated, assigned, and executed considering impact of often competing factors such as priorities, existing workload, capabilities of the workforce, established schedules and performance standards. You will promote sound management and personnel improvement programs such as training, incentive awards, cost reduction, and beneficial suggestions. You will manage the maintenance of transportation equipment (e.g., locomotives, rail cars, vehicles, weight handling equipment).

  • You will be required to successfully complete a pre-appointment physical examination upon hire and annually thereafter.
  • You will be required to obtain and maintain an interim and/or final secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to complete training, obtain, and maintain a government credit card to make official government purchases for goods and services.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • This position may require occasional travel from normal duty station. You must be able to travel on military and commercial aircraft.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: 1) Possesses extensive knowledge of the Command's Transportation Support Services; 2) Plans and organizes work as well as adjusts to changing technology; 3) Uses effective leadership and communication skills to produce quality services and coordinate with employees and all other contacts; 4) Requires expert knowledge in the specifications and equipment needs to procure the proper specialized equipment for the area of operation 5) Operates all Transportation Products and Services per all required guides, regulations, and laws; 6) Adheres to all Public Laws, DOD and Navy Regulations, established industry standards and practices, civilian personnel management regulations and instructions, union contracts, and local policy instructions and guidelines that apply and ensures applicable environmental regulations and guidance are also maintained; 7) Works under pressure, with rapidly changing priorities, while meeting production schedules; 8) Provides rapid response to critical customer needs on all Transportation assets-- also responding to emergency and other non-scheduled work; and 9) Makes interpretations and decisions on complex managerial and technical problems, relying on an extensive knowledge and managerial ability.
