You will serve as a FINANCIAL MANAGEMENT ANALYST in the FINANCE DEPARTMENT of FORCES SURVEILLANCE SUPPORT CTR.

Duties

You will identify, analyze and resolve a range of budgetary problems. You will perform managerial or administrative work in connection with accounting systems, analytical, forecasting and interpretive functions associated with the management and control of resources and funds. You will prepare preliminary budget estimates, financial reviews, for a few relatively stable programs or program support activities. You will serve as Acceptor Miscellaneous or LPO certifier as needed for non-purchase card receiving reports/invoices and initiate miscellaneous payment invoices as required. You will review and approve travel authorizations and voucher request from assigned personnel in the Defense Travel System (DTS). You will serve as a Government Travel Card Agency Program Coordinator (APC) for the command. You will execute funds through the Command Financial Management System (CFMS) or other DoD funds distribution and execution system. You will maintain transactional accounting data in SABRS or other Defense accounting system.

Requirements

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a Financial Management Level I certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.

Qualifications

To qualify for a GS-11, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience processing travel authorizations and vouchers in DTS using the Joint Travel Regulation (JTR) and other published travel policies. Experience executing funds through the Command Financial Management System (CFMS) or other DoD funds distribution and execution system. Experience maintaining transactional accounting data in a Defense accounting system. Experience applying the DOD Financial Management Regulations and other published financial guidance to all aspects of financial management functions. Experience applying oral and written communication methods and techniques in order to work with technical and other government officials from diverse backgrounds. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Ph.D. or equivalent doctoral degree
or
3 full years of progressively higher level graduate education leading to such a degree
or
LL.M., if related
