This position is located in the Small Business Administration, Government Contract Business Development - HQ in Euless, TX. The position provides senior-level, expert monitoring and processing of CVE applications packages and ensures compliance with Section 862 of the NDAA for FY 2021.

Duties

This position is ONLY open to surplus and displaced Small Business Administration employees eligible for the Career Transition Assistance Program (CTAP); displaced Federal employees in the local commuting area eligible for the Interagency Career Transition Assistance Program (ICTAP); and VEOA eligibles. To be eligible for CTAP or ICTAP consideration, you may only apply for a position that is at or below the grade level, and does not have greater promotion potential, of the position from which you are being (or have been) separated. Duties: Works with the VetCert Risk Program completing certified company desk audit assignments, decertification case processing and administration, and participating in the conducting and administration of VetCert on site visits. Reviews and analyzes all required documentation for applications, recertifications and program exams for the Veteran and Service-Disabled Veteran-Owned Small Business (VOSB and SDVOSB) program to determine program eligibility. Use judgment to apply the policy and process guidelines to specific cases or problems and/or interpret regulatory and business information as related to VSBCP. Evaluate complex business, financial and related documents and information to determine specific facts and arrive at a regulatory decision based on all available facts of an assigned case.

  • Appointment will be subject to the applicant's successful completion and favorable adjudication of a background investigation.
  • You may be required to serve a one-year probationary period.
  • This is a bargaining unit position with AFGE Local 228.
  • This is not a drug testing designated position (TDP).

Qualifications

QUALIFICATIONS: GS-13: One year of specialized experience, equivalent to the GS-12 grade level in the Federal service, obtained in either the private or public sector: applying knowledge of federal laws, regulations, policies, and procedures which support analysis of eligibility; educating or examining businesses interested in competing for federal contracts or subcontracts (Federal acquisition set aside programs) interpreting statutory or regulatory requirements to determine applicability and reach conclusions that a business is eligible to compete for federal related contracts (e.g. Assessment of business documents, or regulatory certification requirements). Review of an organization's business structure regarding ownership and control through supplied business documents and questions asked to each applicant. Be able to provide or have had experience to provide training, mentoring, and or providing technical guidance or direction to others in regard to a governmental regulatory process. These qualifications must be clearly reflected on your resume. TIME-IN-GRADE: If you are a current career or career-conditional federal employee applying for promotion under Merit Promotion you must have completed a minimum of 52 weeks in positions at the next level lower than the position being filled. All qualification requirements must be met by 11:59 pm (Eastern Time) on 04/29/2024.
