You will serve as an Enterprise Operations Officer in the Operations Directorate of NAVAL FACILITIES ENG COMMAND ATLANTIC.

Duties

You will collaborate with stakeholders to define and prioritize requirements for products and services. You will develop metrics to capture data in for business plans, strategic plans, budgeted costs, and products and services. You will develop short and long range financial plans to support budgetary and program requirements. You will compile written reports to provide status updates. You will determine courses of action to resolve engineering program or project disputes. You will manage the portfolio of NAVFAC Products and Services for Navy Warfare Enterprises. You will coordinate support for Facilities Engineering Commands to improve project delivery. You will coordinate execution of NAVFAC Products and Services for Supported Commanders. You will analyze schedules to improve in-house performance and contract execution.

Qualifications

This position has a Selective Placement Factor (SPF) which is current registration as a Professional Engineer (PE) or Architect (RA) in any state, District of Columbia, Guam or Puerto Rico. Note - you must provide a copy of your current registration with your application, a wall certificate without an expiration date will not work. In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: 1) analyzing data from engineering programs to provide the basis for business decisions pertaining to Operations products and services delivery; 2) assisting with data collection for recurring reports and Operations Assessments; 3) applying program and project development and management skills to lead/support multi-functional teams on projects involving all or multiple Operations business lines, including Asset Management, Capital Improvements, Public Works, Environmental and Contingency Engineering. Education

Applicants for the Professional Engineering Series must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). Applicants for the Professional Architecture Seriesmust meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:
Successful completion of a bachelor's or higher degree in architecture.
OR
Successful completion of a bachelor's or higher degree in a field related to architecture that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems.
OR
Have a combination of college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings. The curriculum for a degree is in either architecture or architectural engineering and covers function, esthetics, site, structure, economics, mechanical-electrical, and other engineering problems related to the design and construction of buildings primarily (but not exclusively) intended to house human activitiesORYou lack a degree in architecture, but have 1 year of experience in an architect's office or in architectural work for each year short of graduation from a program of study in architecture that demonstrates that you have acquired a thorough knowledge of the fundamental principles and theories of professional architecture.
