This position will be in the National Cemetery Administration, Cemetery Development and Improvement Service and located at the Continental District office in Lakewood, CO or at the Dallas-FortWorth National Cemetery in Dallas, TX, .
The incumbent will serve as a Geographic Information System (GIS) Specialist (Cartographer) in the assigned District, providing technical expertise and oversight for planning, development, implementation, and management of GIS spatial products.
Duties
Under general technical direction of the GIS Program Manager and supervision of the Chief, Cemetery Development & Improvement Service the incumbent performs GIS and GPS support for the assigned District. Support includes training, data development, spatial analysis, and reporting. The incumbent analyzes current and proposed programs to evaluate their actual or potential effectiveness in establishing and achieving goals and objectives set by the agency. They are considered the expert in GIS for the assigned District and will, as part of the GIS program team, directly coordinate GIS/GPS functions with the District.
Advises and provides assistance in acquiring and compiling geospatial data and reports.
Determines best way to present data and provides GIS products upon request including hardcopy maps, graphical displays, and reports that are appropriate for a given project.
Coordinates closely with end-users to assure GIS product needs are accurately defined and communicated.
Maintain Quality Control oversight of the data collected within the assigned District.
Ensure all Cemeteries in the incumbent's District and Cemeteries are trained in data collection procedures in accordance with current Operational Procedures. The incumbent must posses the communication and presentation skills necessary to provide clear and accurate guidance to his/her assigned sites.
Undertake special projects and analysis to ensure the data collection effort meets the needs and long-range goals of the organization.
Coordinating map updates with District Engineers to ensure GIS data integrity across systems.
Developing workflows and/or scripts to efficiently perform duties.
Performing advanced spatial queries and GIS analysis to create District reports and support ad hoc requests.
Use software programs to track projects, develop reports and presentations, and communicate status.
Conduct briefings, virtually and in person, to update District and Cemetery personnel on GIS status, policy, and best practices.
Attending GIS/GPS related workshops and meetings held at various locations.
Perform various functions such as geocoding, digitizing, research using geographic reference materials, including paper and digital maps, atlases, automated files, etc.
There is an element of supply chain management of the Cemetery assigned Government Furnished GPS Collection Equipment. This will include ensuring routine maintenance is being conducted, equipment lifespan management oversight, routine replacement of non-durable elements, assist in investigations and Reports of Survey for damaged equipment from neglect, and ensuring replacement elements flow smoothly from the supplier to the end user.
Work schedule: Required to work Monday through Friday, 8:00 am to 4:30 pm.

The full performance level of this position is GS - 12. At the level GS-11, you will perform similar duties but under closer supervision.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all specialized experience and time in grade requirements within 45 days of the closing date of this announcement, 05/01/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 45 days of the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If your most recent non-award SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one year time-in-grade, as required by the announcement. In this instance, you must provide an additional non-award SF-50 that clearly demonstrates one year time-in-grade.

Basic Requirement: This position has a basic education requirement that must be met to be considered for this position. (TRANSCRIPTS ARE REQUIRED)
You must meet one of the following:
A. Degree: cartography; or a major that included or was supplemented by at least 30 semester hours in cartography and/or directly related science, and related mathematics. Such course work includes, but is not limited to, cartography, astronomy, geodesy, photogrammetry, physical and geological oceanography, computer science, land surveying, geophysics, physical geography, and remote sensing. The 30 semester hours must have included at least 6, but no more than 15, semester hours of college level, non-business mathematics or statistics (i.e., college level algebra, trigonometry, calculus, or scientific mathematics or statistics requiring equivalent college-level courses as prerequisites). or
B. Combination of education and experience -- courses equivalent to a major in cartography, or a major that included or was supplemented by at least 30 semester hours in cartography, and/or directly related science, and related mathematics, as shown in A above, plus appropriate experience or additional education.
Evaluation of Experience: Applicants whose experience in cartography was in the Federal service may have gained this experience by working in an occupational series other than GS-1370. Occupations in which experience may have been gained include Geography, GS-150; Civil Engineering, GS-810; General Physical Science, GS-1301; Geodesy, GS-1372; and Land Surveying, GS-1373.

GS 11Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-09) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not
limited to: practical knowledge and extensive skill in applying the principles, practices and methods of cartography sufficient to
conduct advanced spatial queries, ensure the availability and validity of geospatial data and develop, evaluate, and recommend
solutions to resolving complex problems, to include knowledge and understanding of the concepts and principles of Spatial
Technologies, Geographic Information Systems (GIS) and Global Positioning System (GPS), and commercial ArcGIS and AutoCAD
software programs, all to help resolve novel or obscure problems; extend and modify techniques; assist in developing new approaches
that guide other engineers and administrative and operational support personnel who solve a variety of technical and operational
problems; experience and knowledge on using standalone GIS systems for integration into a wider data network, along with the use of
GIS enterprise-wide software applications for data updates/coordination to occur between remote locations.
OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you
must have 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree
which demonstrates the knowledge, skills, and abilities necessary to do the work of this position.
OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of
specialized experience and education beyond the 36 hours of graduate education earned.

Physical Requirements: Work is primarily sedentary although some slight physical effort may be required when performing on-site data gathering, during field work, field training sessions, and inspections. Travel up to 30% is required to visit national cemeteries or proposed sites.
