Duties
The National Defense Authorization Act for FY2020 approved a new, independent Space Force in the Department of the Air Force. The U.S. Space Force is a military service that organizes, trains & equips space forces in order to protect U.S. and allied interests in space and to provide space capabilities to the joint force. This new military branch is taking shape and recruiting!
Plans, organizes, and directs the activities of the Cargo Movement Element of the Logistics Readiness Squadron.
Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management.
Represents the Cargo Movement Element with a variety of installation and functional area organizations.
Conducts pre- and post-audits and maintains shipping documentation. Conducts pre-audits prior to the payment of freight bills.
Determines freight classification for a variety of items some of which have no record or published classifications.

- Will be required to receive training on and be proficient in applicable data management systems to include military and commercial off the shelf products which are used in the management of cargo entry, data collection and technical orders.

Qualifications
In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Clerical and Administrative Support Positions for Freight Rate Series, 2131.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge of transportation principles, policies, regulations, methods, and techniques relating to the movement of cargo/freight. Knowledge of safety and security regulations, practices, and procedures. Knowledge of a wide range of commercial tariffs and tenders to properly rate freight/cargo shipments. Knowledge of transportation regulations, methods, and techniques relating to the movement of freight in order to affect shipment of commodities.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-08 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of transportation principles, policies, regulations, methods, and techniques relating to the movement of cargo/freight. Knowledge of safety and security regulations, practices, and procedures.
Knowledge of a wide range of commercial tariffs and tenders to properly rate freight/cargo shipments.
Knowledge of transportation regulations, methods, and techniques relating to the movement of freight in order to affect shipment of commodities.
Skill in communicating factual and procedural information clearly, orally and in writing.
Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. Ability to apply procedures and directives by reading and interpreting transportation related instructions and guidelines.
The duties of this position meets all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (In Accordance With (IAW):Department of Defense DoDD 1200.7, "Screening the Ready Reserve,").
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
