This position is located Regional Office, Northeast Region, U.S. Fish and Wildlife Service (FWS). This position serves as a key advisor to the Regional Director and other members of the Regional Directorate Team (RDT) on administrative and budgetary programs and policies, and serves as the liaison between the Region and the Joint Administrative Operations (JAO) leadership. Duties

As an Administrative Officer your duties will include, but are not limited to, the following: Plans, directs, and coordinates all business and administrative management activities within the Region. Develops policies which govern the administration of the Region, resolves complex and controversial administrative issues, and assures accomplishment of the objectives and actions prescribed by higher authority. Investigates Regional complaints or responds to inquiries regarding waste, fraud, and abuse related to administrative or business operations and processes, made to Government Accountability Office, Inspector General, and other officials. Provides advice and guidance to Regional staff to ensure compliance with the provisions of OMB Circular A-123, the Federal Managers' Financial Integrity Act, and the Departmental of the Interior Manual. Provides leadership and direction for the Region's budget and financial management operations and serves as the principal advisor to the Regional Director, Deputy Regional Director, and other Regional leaders on all financial management issues. Develops performance standards; monitors and evaluates performance; develops staff; maintains high standards of excellence; selects persons for staff positions; hears and resolves grievances and complaints; administers discipline when needed to address misconduct; makes decisions on personnel matters; approves step increases and overtime; recommends awards; and ensures compliance with management programs.

Qualifications

Only experience and education obtained by 05/09/2024 will be considered. This vacancy will utilize a multiple hurdle assessment process to determine the qualifications of applicants. The first hurdle will consist of applicants completing an occupational questionnaire related to the major duties and competencies of the position. The second hurdle will consist of applicant resumes being reviewed by a Subject Matter Expert (SME) panel for related position competencies against a pre-determined rating schedule. This process will determine the final rating of the applicant for possible referral to the hiring official for hiring consideration. Minimum Qualification GS-13 One year of full-time specialized experience comparable in difficulty and responsibility to the next lower grade level (comparable to GS-12) in the Federal service. Examples of such experience include: performing detailed analysis and estimates of annual budget and multi-year funding needs; analyzing budgetary relationships and developing recommendations for budgetary actions; working with assigned organizations to formulate annual operating plans; and coordinating financial management issues and financial data with multiple parties. Minimum Qualification GS-14 One year of specialized experience equivalent to at least the GS-13 level in the Federal service. Examples of such experience may include: coordinates all business and administrative management activities within a geographical region for an organization; oversees budget and financial management operations and serves as a principal advisor to management on all financial management issues; convey technical information to financial stakeholders in oral presentations and briefing papers; and supervising a multifaceted team of technical, analytical and administrative support personnel to provides financial management and business support activities. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
