The National Counterterrorism Center (NCTC) leads the nation's effort to protect the United States from terrorism by integrating, analyzing and sharing information to drive whole-of-government action and achieve our national CT objectives.

Duties

Lead the design, development and execution of discussion-based counterterrorism exercises that meet the training needs of international, federal, state, local, tribal, territorial and private sector partners. Manage engagements with international, federal, state, local, tribal, territorial and private sector partners to identify exercise purpose, scope, and objectives based on the need to develop new intelligence and information sharing plans, policies, and procedures or test existing ones. Research and develop a variety of complex terrorism scenarios based on terrorism case studies, real-world threats, and tactics, techniques and procedures. Design and develop all types of exercise documentation, as outlined in the Homeland Security Exercise and Evaluation Program, to include scenarios, injects, discussion questions, exercise evaluation guides, facilitator guides, and after-action reports. Lead facilitated discussions during exercise execution to meet exercise objectives and identify best practices/areas for improvement. Compile and analyze information captured during the exercise and draft an after-action report. Provide context and recommendations to managers on exercise-related issues, policies and procedures. Maintain productive working relationships with ODNI staff, other IC organizations, and private service providers in order to effectively prepare for and respond to counterterrorism issues, and coordinate strategic planning, best practices, lessons learned, programming, and policy issues. Recommend the transfer of personnel, funds, or additional resources, across the IC to improve efficiency of effectiveness of intelligence activities against their assigned missions.

Requirements

  • Must be a U.S. Citizen residing in the United States
  • Appointment is subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Top Secret security clearance based on an SBI with eligibility for sensitive compartmented information (SCI)
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • A two-year trial period is required for all new permanent appointments to the ODNI.

Qualifications

Mandatory Requirements: Demonstrated ability to balance responsibilities among program/project activities; ability to manage transitions effectively from task to task, adapting to varying customer needs, or ongoing emergencies. Demonstrated ability to conceptualize, organize, and draw inferences from incomplete data and present a compelling analysis of findings and issues; demonstrated ability to identify, articulate, document, and mitigate knowledge gaps or alternatives approaches. Demonstrated ability to lead and manage capabilities, including that ability to effectively direct taskings. Demonstrated ability to establish regular contact with high-level internal and external resources and have periodic contacts with other offices, supplying or seeking information on specialized and non-specialized matters; superior use of tact when expressing ideas or opinions to senior leaders, customers, contractors, and other stakeholders. Demonstrated ability to observe, measure, and evaluate outcomes against goals and objectives and direct the development and implementation of solutions and/or organizational changes. Demonstrated interpersonal, organizational, and problem-solving skills, including demonstrated ability to work effectively both independently and in a team or collaborative environment; and to lead and mentor junior colleagues. Demonstrated ability to communicate, both oral and in written, complex information in a clear, concise manner that is targeted to and meets the needs of diverse audiences with different perspectives and objectives. Demonstrated ability to understand substantive and administrative issues, exert influence to senior leadership, communicate cogently and effectively with people at all levels (both internal and external), brief management on reviews and findings, and organize and edit written reports of varying length and complexity. Demonstrated ability to listen to, clarify, and convey understanding of others' ideas, comments, and questions as well as to integrate and build upon diverse opinions in a manner that encourages the formation of integrated solutions and positions. Extensive experience in designing, developing, and evaluation various types of exercises as outlined in the Homeland Security Exercise and Evaluation Program. Extensive knowledge of IC organizations' missions and authorities to support NCTC's development of, or participation in, exercise planning, conduct, and evaluation. At least three years of experience managing the successful efforts of a government or private organization. Minimum of 5 years of experience in the intelligence or counterterrorism communities. Desired Requirements: Demonstrated experience working within the counterterrorism community, successfully leading or serving as representational lead for one or more phases of the exercise cycle commencing with planning through evaluation and recommendation development.
