The mission of the National Counterintelligence & Security Center is to lead and support the U.S. Government's counterintelligence (CI) and security activities critical to protecting our nation; provide CI outreach to U.S. private sector entities at risk of foreign intelligence penetration; and issue public warnings regarding intelligence threats to the U.S.

Duties

The National Counterintelligence and Security Center (NCSC), Special Security Directorate (SSD) supports the Director of National Intelligence (DNI) in her role as Security Executive Agent (SecEA) for the Executive Branch, as established by Executive Order (EO) 13467 and 50 USC 3162a. As the SecEA, the DNI has established the SecEA National Assessments Program (SNAP) to provide oversight and assess national security personnel vetting programs, security processes and procedures in the Executive Branch. Specifically, SNAP is a key program for the oversight of government-wide personnel security processes for background investigations and adjudications for individuals eligible for access to classified information or in a national security sensitive position. SNAP helps strengthen national security personnel vetting programs and gives agencies an opportunity to provide input into future SecEA initiatives. The selected candidate will: Conduct assessments of national security personnel vetting programs (i.e. investigative and adjudicative actions) within departments and agencies across the Executive Branch consistent with the DNI's oversight responsibilities as the SecEA, and in accordance with the Intelligence Reform and Terrorism Prevention Act, EO 13467, EO 12968, as amended, and other related policies. Conduct the research (to include travel for site visits) and identification of key program issues, evaluate alternatives, and develop innovative proposals for decision by the Office of the Director of National Intelligence (ODNI) senior leadership. Determine relevance of source material, implement procedures, and analyze data to support ODNI senior leadership decisions. Prepare comprehensive written reports documenting assessment findings and recommendations. Present findings, conclusions, options, and recommendations to Executive Branch department and agency leadership (to include Security Directors and other senior leaders) and to DNI senior management. Participate in Intelligence Community (IC) and Executive Branch working groups and other inter-agency forums to develop, update, and implement SecEA clearance reform initiatives. Maintain partnerships with key stakeholders across the IC and United States Government (USG) through an open, collaborative approach as part of outreach, assist visits, and assessments, which may require occasional CONUS travel. Provide briefings and presentations to ODNI leadership and agencies regarding SNAP and related initiatives, policies, and procedures and other emerging issues pertaining to national security personnel vetting.

Thorough ability to communicate with Federal partners, both verbally and in writing, to include conveying complex information in a clear, concise manner that is targeted to meet the needs of diverse audiences. Through ability to listen to, clarify, and convey understanding of others' ideas, comments, and questions as well as to integrate and build upon diverse opinions in a manner that encourages the formation of integrated solutions and positions. Thorough ability to showcase initiative and offer recommendations as it pertains to improving internal workflows, products, and business processes. Desired Requirements: Knowledge or working-level experience with personnel vetting actions, such as but not limited to, investigations; adjudications; and related Intelligence Community and Executive Branch personnel security policies and reform initiatives. Knowledge and experience with Excel, Adobe, and PowerPoint. Experience assessing program accomplishments, best practices, or deficiencies and making recommendations for improvement.
