The primary purpose of this position is to provide quality services in the area of general education and training services, tuition assistance, educational advisement, and training through the application of nonprofessional knowledge and techniques in educational counseling, formal and civilian training, and knowledge of Air Force education and training programs.

Duties

Coordinates the Military and Civilian Tuition Assistance Program. Provides information on educational programs and services, and advises clients in determining their academic or vocational/career goals. Updates and processes training actions through the Military Personnel Data System. Performs a variety of outreach, routine miscellaneous clerical work, and customer service duties. Administers the civilian and formal training program in the absence of the Training Manager or as required.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions, for the GS-1702, Education and Training Technician Series. SPECIALIZED EXPERIENCE FOR CURRENT FEDERAL EMPLOYEES: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes detailed knowledge and understanding of overall education program regulations, requirements, and procedures and skill in applying this knowledge and understanding in a wide variety of situations relating to the performance of substantive tasks in support of the overall program. Knowledge of military and education testing procedures. Knowledge of the format, content, and uses of educational program records, both electronic and written, to independently process education/military transactions. Knowledge of collecting information, tabulating data, and preparing and tracking tuition assistance expenditures. Examples of specialized experience includes detailed knowledge and understanding of overall education program regulations, requirements, and procedures and skill in applying this knowledge and understanding in a wide variety of situations relating to the performance of substantive tasks in support of the overall program. Knowledge of military and education testing procedures. Knowledge of the format, content, and uses of educational program records, both electronic and written, to independently process education/military transactions. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR INTERNAL APPLICANTS:: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a variety of education and training policies, programs and processes relating to tuition assistance, Professional Military Education (PME), testing programs, Formal Training, and Civilian Training. 2. Knowledge of office automation software programs and Air Force data systems as they pertain to training and education management to support office operations, retrieve/input data, and maintain accurate files. 3. Knowledge of DoD, AF, and major command directives, standardized rules, procedures, guidance, and policy as they relate to the area of responsibility. 4. Skill to produce a variety of documents such as letters, reports, spreadsheets, databases, and graphs. 5. Skill in interviewing and advising students or enrollees to establish educational and occupational objectives. 6. Ability to communicate effectively, both orally and in writing, using tact and courtesy in responding to work related problems and questions. Ability to plan and organize work and to meet deadlines. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
