This position is located in the Health Information Management Services Branch, Four Corners Regional Health Center, Red Mesa, Arizona. The purpose of this position is to assist with the direction, managing, planning, organizing, implementing, coordinating, and controlling the Health Information Management and to provide assistance in medical records requirements. Incumbent reports to the Administrative Officer.
Duties
Responsible for the activities of the Medical Records Department, provides advisory service to management of requirements and standards issued by a variety of organizations, affecting or pertaining to medical records.
Develops and implements policies and procedures to process medico-legal documents, insurance and correspondence requests for information, store and retrieve medical records information in accordance with Federal, State, and local statutes.
Determines eligibility for services rendered for all patients.
Supervises Medical Records Staff through planning, assigning work, setting program goals and objectives.
Train or teach the staff through education program, policy/procedure, written guidelines and forma/informal discussion on the principles of medical records and its technology.
Responsible for management and supervision of the review, analysis, and technical evaluation of medical records in relation to the Standards TJC, as well as the State's Vital Statistics Act, and Centers of Medicaid and Medicare Services (CMS).
Manage and advises on the use of computer technology for collecting health care information, statistical data, and management of the medical records program, entering and coding data from a variety of medical source document.
Serves as the Contracting Officer Representative (COR) for various supplies, equipment and service contracts and other Service Unit projects.
Qualifications

BASIC REQUIREMENT(S):
Individual Occupational Requirements
Education: Successfully completed training in an approved school for medical records technicians equates to 1 year of general experience. No credit may be given for partial completion of such training.
Successful completion of a bachelor's degree in a medical records administration educational program accredited by the American Health Information Management Association (AHIMA) and the American Medical Association's Committee on Allied Health Education and Accreditation (CAHEA) meets the requirements for GS-5 positions.
Successful completion of the requirements for a bachelor's degree (in any field) and 1 year in a medical records administration educational program accredited by AHIMA and CAHEA meets the requirements for GS-7.
In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below.
MINIMUM QUALIFICATIONS:
GS-9: One year of specialized experience equivalent to at least the GS-7 level or Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-7 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Examples include: Planning, developing, and directing a medical records program for a health care facility that meets both institutional goals and standards of accrediting agencies; Evaluating and analyzing the organization and operation of medical records services, including medical records and indexes, and recommending and/or implementing appropriate revisions and modifications; Assisting medical and administrative staff in evaluating the quality and appropriateness of patient and health care services; Designing information systems to collect, analyze, monitor, report, and maintain privacy and confidentiality of patient and institutional data for health care related programs, and evaluating and implementing changes to assure the reliability of data; Developing and implementing policies and procedures for processing legal medical documents and insurance and correspondence requests in accordance with Federal, State, and local statutes.

Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
