This position is located in the Selection, Eligibility, and Policy Performance Division (S&E) of the Department of Policy and Evaluation, Millennium Challenge Corporation (MCC). Although the position is advertised equivalent to GS-12/13, MCC uses a pay banded system to compensate employees. This position is pay band 4B/4A which is generally equal to GS-12/13.

Duties

The Development Policy Officer reports to the Managing Director of Selection, Eligibility, and Policy Performance, with primary responsibility for performing a variety of assignments that relate to MCC's annual country selection and eligibility process, including the creation of annual scorecards of country policy performance and ongoing monitoring of country adherence to MCC's good governance eligibility criteria. The Policy Officer: Contributes to planning, organizing, and completing analytical research involving issues related to the annual country selection process. Analyzes, processes, and conducts research using third-party governance data and qualitative primary source reporting. Prepares background materials, analyses, and recommendations on candidate country policy performance for MCC's senior management and other stakeholders as part of the country selection process. Provides advice and guidance on assessing policy-related concerns in partner countries (such as trends in democracy, human rights, and control of corruption,) and makes recommendations regarding the use of appropriate indicators to measure country performance and the use of relevant supplemental information. Assesses quantitative indicators of policy performance to ensure they are the best available measures. Produces or assists with the production of a range of documents and reports necessary for MCC's country selection process. Monitors the ongoing policy performance of Threshold- and Compact eligible countries, as-well-as candidate countries that are not yet eligible for MCC assistance, including in-depth quantitative and qualitative analysis of policy performance and trends in democracy, human rights, and governance. Ensures consistency in MCC's overall monitoring and reporting strategy on democracy and governance vis-a-vis MCC's senior management, Board of Directors, and other federal agencies. Conducts outreach with government officials on policy reform and indicator performance issues, including consultation with all levels of MCC management, other federal agencies, development experts, and institutions regarding measuring policy performance. Engages with potential candidate country officials interested in improving their country's performance on MCC scorecard indicator criteria, particularly with respect to democratic governance. Monitors trends and best practices in development research and practice (especially governance, democracy, and control of corruption in the development context), and brings them to the attention of appropriate MCC staff. Performs other related duties as assigned.

Requirements

Qualifications

To qualify for Pay Band 4B, applicant must meet the following: Have at least one year of specialized experience relevant to the position duties and comparable to the MCC Pay Band 4C (GS-11) or an equivalent level which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, this experience is defined as: providing analysis and interpretation of the quality of governance and policy performance in developing countries, especially in MCC's major areas of focus including democracy, human rights, control of corruption, and social policy; using policy analysis frameworks to contribute to the formulation of policy recommendations; working with governance data, including using common sources and statistical techniques; producing high quality written and oral presentations in sensitive situations. Note: This experience MUST be well documented within your resume or application. To qualify for pay band 4A, applicants meet the following: Have at least one year of specialized experience relevant to the position duties and comparable to the MCC Pay Band 4B (GS-12) or an equivalent level which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, this experience is defined as: providing high quality analysis to senior leaders and interpretation of the quality of governance and policy performance in developing countries, especially in MCC's major areas of focus including democracy, human rights, control of corruption, and social policy; applying policy analysis frameworks to provide recommendations to senior leaders; working with governance data, including using common sources and statistical techniques; producing high quality written and oral presentations in high-stakes and culturally or diplomatically sensitive circumstances.
