This position is located in the United States Department of Agriculture (USDA), Natural Resources Conservation Service (NRCS), National Headquarters (NHQ), Washington DC. The position administers natural resources management/conservation programs and policy nation-wide.

Duties
Collaborates with various levels of personnel across assigned areas and states to develop, propose, and recommend natural resources and conservation management program innovations or changes in support of office operations.
Partners with Agency leadership to ensure national consistency and technical compliance of natural resources management functions and conservation implementation delivery.
Provides expert technical guidance and direction for assigned natural resources management programmatic segments.
Represents division on assigned committees, taskforces and other technical strategic planning groups involving assigned natural resource management program functions

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
Time in grade: Current Federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled (e.g. one year at the GS-12 grade level for consideration for the GS-13 grade level or one year at the GS-13 grade level for consideration for the GS-14).
0401 Basic Education Requirement:
Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position;
OR
Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.
In addition to meeting one of the Basic Requirements listed above, applicants must meet the following Minimum Qualifications Requirement in order to be considered:
Specialized Experience: To qualify for the GS-13 level, you must possess at least one year of specialized experience equivalent to the GS-12 level or higher in Federal service, or comparable experience not gained through Federal service. Specialized experience is defined as experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. Examples of specialized experience include: 1.) Collaborating with various levels of personnel across assigned areas and states to implement and ensure adherence to natural resources and conservation management program innovations or changes in support of office operations; 2.) Providing technical guidance and direction for assigned natural resources management programs; 3.) Gathering natural resources data and evaluating the effectiveness of conservation programs and policy; and 4.) Proposing alternative actions and developing solutions to recurring natural resources conservation issues.
Specialized Experience: To qualify for the GS-14 level, you must possess at least one year of specialized experience equivalent to the GS-13 level or higher in Federal service, or comparable experience not gained through Federal service. Examples of specialized experience include: 1.) Collaborating with various levels of personnel across assigned areas and states to develop, propose, and recommend natural resources and conservation management program innovations or changes in support of office operations; 2.) Assisting in developing field-scale process models to improve strategies and systems to collect and analyze natural resources conservation data and information; 3.) Making recommendations on existing rules, regulations, and/or procedures to improve operational issues; 4.) Preparing technical reports and briefings utilized in the decision-making process for senior level policymakers; and 5.) Partnering with organization leadership to ensure national consistency and technical compliance of natural resources management program functions and conservation implementation delivery.
There is no education substitution for experience at the GS-13/14 grade levels.
