Duties

The primary purpose of this position is: To serve as a United States Northern Command (USNORTHCOM) Operations Directorate, Contingency Operations Division, Granite Hammer Training and Exercise Lead Program Analyst responsible for planning, organizing, managing, maintaining, and overseeing the development and execution of USNORTHCOM Nuclear Planning and Execution System (NPES). Duties: Serves as the Command's training and exercise expert in the strategic planning, organization, execution, and oversight of the USNORTHCOM/J38, Granite Hammer Training and Exercise Section activities. Serves as the Division's NPES-based NC2 model and simulation expert for Joint, Combined and Command exercise, training, and assessment events; controls the use and transmission of simulation media during these events. Exercises lead personnel management responsibilities. Liaison to Interagency entities for NPES and NC2 support requirements. Provide operational support to USNORTHCOM Battle Staff at fixed and mobile sites in garrison and at deployed locations.

Qualifications

Conditions of Employment Cont. This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of illegal drugs and (B) if required, to submit to urinalysis testing. Illegal drug use by employees in sensitive position presents a clear threat to the mission of the Air Force, national security, and public safety. The selectee must sign a statement acknowledging the position occupied is identified as a TDP. The employee will be required to perform TDY attending conferences, exercises, and seminars, or deploying with the USNORTHCOM battle staff. Position requires mobility deployments and could require TDY travel for the incumbent to present briefings, attend conferences, and support NPES operational assessment testing. This is a KEY position IAW 32 CFR, Part 44 Appendix A and DoD Directive 1200.7. A Key Position is a Federal position that cannot be vacated during a war, national emergency, or mobilization without seriously impairing the capability of the parent Federal Agency to function effectively. Applicants for positions designated as "Key" positions who do not agree to this condition shall not be extended an offer of employment. The employee must be removed from the Ready Reserve and CANNOT become a member of the Ready Reserve while assigned to this position. IAW DoDI 3020-42 the position has been locally, or command designated as Mission Essential (ME) performing a Mission Critical Function (MCF), which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions IAW, DoDI 3020-42, Defense Continuity Programs. This position is Non-Combat Essential (NCE) IAW Section 1580 of title 10, USC, and DOES NOT provide civilian support to combat operations. Duties of this position are to provide support for expeditionary requirements and could be deployed to support emergency operations, humanitarian missions, disaster relief or other expeditionary missions in the continental United States or overseas, that are NOT considered "combat" locations. Employee must meet the medical and suitability requirements of the positions as outlined in OF-178 and sign the DD Form 2365 as a condition of employment. YA002 = Eligible for situational telework only, including Ad hoc, Emergency, or OPM prescribed "Unscheduled" Telework. This eligibility is separate and distinct from the employee's eligibility. A civilian employee's telework arrangement may be terminated at the discretion of the supervisor or at the employee's request. In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Management and Program Analysis Series, GS-0343 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes knowledge of the mission, organizational structures, and operation of DOD, Joint Force, and Combatant Command organizations, knowledge of national command systems and centers and their platforms, functions, limitations, and capabilities. Knowledge of current and future NPES-based NC2 technologies (i.e., management, interfaces, software, planning, modeling and simulations) through products, processes and applications used to develop and execute corresponding training, exercises, assessments, and real-world events. Expert knowledge of the use of the NPES software to monitor real-world status as well as produce exercise-training scenarios that encompass specified training objectives in support of the branch's overall training program. Expert knowledge in NC2 operations and the application of the Emergency Action Procedures of the Chairman of the Joint Chiefs of Staff (EAP-CJCS) Volumes I-IX. Knowledge of and skill in the application of planning expertise as it applies to assigned programs and strategic and long-range planning functions. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to Nuclear Planning and Execution System (NPES) and nuclear command and control (NC2) operations. Knowledge of the mission, roles, functions, organizational structures, and operation of DOD, Joint Force, and Combatant Command organizations to provide command level staff guidance and/or subject matter expertise on NPES and NC2 operations. Knowledge of National Military Command System (NMCS), Primary Command Center and Survivable Mobile Command Center platforms their functions, limitations, and capabilities to provide command level staff guidance and/or subject matter expertise on NPES and NC2 Operations. Knowledge of current and future DOD and USSTRATCOM NPES-based NC2 technologies, management, interfaces, software, planning, modeling and simulations through products, processes and applications used to develop and execute USNORTHCOM NPES-based NC2 training, exercise, assessment and real-world events. Skill in applying project management methods sufficient to optimize overall program success. Skill in applying Joint Training System concepts and the ability to apply the concepts to meet the command's training, exercises, and assessments objectives and responsibilities. Ability to analyze, plan, and adjust work operations of organizational segments to meet program requirements and objectives within available resources while mentoring, motivating, and advising the staff of a command-size organization (i.e. Combatant Command). Ability to confidently interact with senior leadership, occasionally to the highest military and civilian authorities and make recommendations/decisions as needed that may have a major impact to organization (i.e. Combatant Command) requirements/needs. Ability to gather, assemble, and analyze facts, draw conclusions, conduct analyses, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for senior leadership use and decision-making. Ability to communicate orally and in writing in order to negotiate and defend ideas and support concepts. Ability to analyze organizational structure, initiate plans for enhancements, and develop/brief written and oral presentations to senior staff to render informed judgments. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
