About the Position: This is a developmental position. At the full performance level, you will serve as a forward-thinking GIS Developer, engaging in innovative application development and programming initiatives.
Duties
At the full performance level, you will
Ensure adherence to industry best practices, regulatory requirements, and data governance principles in GIS project implementation.
Derive actionable insights from geospatial through data modeling, geoprocessing, and spatial statistics.
Facilitate customer service and stakeholder engagement by providing tailored GIS solutions.
Lead GIS application development and programming initiatives.
Develop custom tools, widgets, and extensions to extend the functionality of existing web GIS applications.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Business Travel / TDY may be up to 10% annually.
- This is not a full-time remote position. The duty station is Memphis, TN. There may be an opportunity to telework a portion of the work week.
- This is a developmental position and may be filled at the GS-7, GS-09, GS-11 or GS-12 grade level. If selected at the GS-07 level the target level for this assignment is a GS-12.
- The grade level selected will be based upon your qualifications and responses to the questionnaire.
- Assignments at the GS-07 level will become progressively more difficult and will be under closer than normal supervision until the full performance level is reached.
- Non-Competitive promotion to the target job may be effected provided you are sufficiently experienced; meet all necessary qualification requirements for promotion to the target job; and is performing the full scope of the major duties.

GS-07:
Specialized Experience: One year of specialized experience which includes 1) utilizing some programming languages such as Python, Java, JavaScript, SQL, C++, and Visual Basic; 2) participating in GIS application development initiatives to design, develop, and/or maintain complex GIS systems; and 3) assisting in developing Oracle and SQL Server solutions by utilizing APIs and software such as Spatial Database Engine (SDE), ArcGIS Server Manager, and Portal for ArcGIS. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-05).
OR
Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: geography, computer science, or data management.
OR
Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in Education below. Please see the Education section for more information.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages.
GS-09:
Specialized Experience: One year of specialized experience which includes 1) utilizing multiple programming languages such as Python, Java, JavaScript, SQL, C++, and Visual Basic; 2) participating in GIS application development initiatives to design, develop, and/or maintain complex GIS systems; and 3) developing Oracle and SQL Server Enterprise solutions by utilizing APIs and software such as Spatial Database Engine (SDE), ArcGIS Server Manager, and Portal for ArcGIS. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: geography, computer science, or data management.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
GS-11:
Specialized Experience: One year of specialized experience which includes 1) mentoring junior team members on how to utilize multiple programming languages such as Python, Java, JavaScript, SQL, C++, and Visual Basic; 2) leading GIS application development initiatives to design, develop, and maintain complex GIS systems; 3) collaborating with team members to integrate, automate, and develop within the Oracle and SQL Server ecosystem using APIs and software such as Spatial Database Engine (SDE), ArcGIS Server Manager, and Portal for ArcGIS; and 4) conducting spatial analysis to provide valuable insights for data-driven decision-making. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: geography, computer science, or data management.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
GS-12:
Specialized Experience: One year of specialized experience which includes 1) mentoring team members on how to utilize multiple programming languages such as Python, Java, JavaScript, SQL, C++, and Visual Basic; 2) leading GIS application development initiatives to design, develop, and maintain complex Enterprise GIS systems; 3) leading team members in integrating, automating, and developing within the Oracle and SQL Server ecosystem using APIs and software such as Spatial Database Engine (SDE), ArcGIS Server Manager, and Portal for ArcGIS; and 4) managing complex GIS projects, including defining customer requirements, defining project scope, developing project plans, allocating resources, and overseeing project execution. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Time in Grade Requirement: Applicants who have held a General Schedule position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-5/7/9/11).

Education Requirement:

Geographer - 0150:
Degree: geography; or related physical or social science such as geology, meteorology, economics, statistics, sociology, anthropology, political science, history, cartography, computer science, urban studies, or planning that included at least 24 semester hours in geography or related fields.
OR
Combination of education and experience: courses equivalent to a major in geography, or a related field that included at least 24 semester hours in geography or related fields, as shown in A above, plus appropriate experience or additional education.
Computer Scientist - 1550:
Bachelor's degree in computer science
or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions.
Data Scientist - 1560:
Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position.
OR
Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown in paragraph A above, plus additional education or appropriate experience.
GS-7 Minimum Qualification Option:
Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in Education above. Superior Academic Achievement is based on:(1) Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR(2) Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR(3) Honor Society Membership - Applicants may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achsnatl.org/).
