The Supervisory Supply Management Officer Specialist (Assistant Chief Supply Chain Officer - ACSCO) serves as the alter ego to the Facility Chief Supply Chain Officer (FCSCO) and is assigned continuing responsibility for managing a major part of the Logistics Service in the SCM program with the direction and opinion of this role having the same authority given to the Service Chief.

Duties

The Cincinnati VA Medical Center (CVAMC) is a two-division campus located in Cincinnati, OH and Fort Thomas, KY serving 15 counties in Southwest OH, Northern Kentucky, and Southeast Indiana with 6 Community Based Outpatient Clinics located in Bellevue, KY; Florence, KY; Lawrenceburg, IN; Hamilton, OH; Clermont County, OH, and Georgetown, OH. The CVAMC also supports two off main campus locations in the Cincinnati area via an Eye Center and Mental Health Outreach Community Division. Major Duties: Serves as the senior logistics management officer for a VA HCS (with multiple campuses) and supported catchment area, integrating acquisitions and procurement, logistics and related support and services for the supply chain, expendable/nonexpendable (EX/NX) and capital equipment, inventory management, storage and distribution operations, total supply support, and in some cases transportation, mail room, and reproduction. Integrates and aligns acquisition, delivery and management of supplies, equipment, and services to ensure the successful delivery of patient care. Oversees, guides, manages, and integrates supply chain operations across the organization, including planning and coordination with fiscal, acquisition, clinical and administrative operations. Directs the supply chain, to include budget projections and execution for logistics programs and contracts, utilizing an understanding of the role of logistics in healthcare system and VISN financial, business, capital asset management, clinical, and administrative operations. Serves as the senior VA HCS logistics expert. Maintains extensive knowledge of supply chain systems and requirements necessary to provide direct support to the VA HCS, and technical guidance and assistance to all organizational SCM personnel pertaining to logistics. Performs broad and comprehensive formal studies of benefits, impacts, characteristics, and problems associated with logistics policy. Serves as the liaison to the VISN, Office of Acquisition, Logistics and Construction (OALC) and VHA Procurement and Logistics Office (P&LO); to include Director of the appropriate Acquisition Regional Procurement Office (RPO) and the Network Contracting Office (NCO). Serves as the Chairperson of one or more commodity disciplines, involving multiple product variations and services under the VISN Commodities Standardization Committee, participates on the Network Equipment Committee (or similarly titled group), and oversees the Facility Recall Program. Develops plans, milestones, and policy for the accomplishment of assigned functions on an immediate and long-range basis; develops and implements procedures and methods for accomplishment of assigned functions in accordance with directives and regulations; determines methodologies and approaches for staff use in successfully completing assigned functions; ensures that work is performed in a timely and satisfactory manner; reviews work completed by subordinates, accepting, amending, or rejecting work as appropriate. Executes administration and personnel management responsibilities; with advice and assistance of Human Resources, promotes sound position management principles and programs within the Service; initiates requests for filling vacancies or hiring additional personnel, including supervisors and team leads; selects or participates in the selection of new employees; initiates or recommends personnel or position actions; identifies training needs, assures that training is given, evaluates training and stimulates self-improvement; provides advice and counsel to employees and subordinate supervisors relative to work and administrative matters. Working through subordinate supervisors, plans, organizes and assigns work to subordinates engaged in logistics and property management across organizational lines; revises assignments or details employees to other duties as necessary to meet changing work situations, deadlines, or priorities; prepares requests for filling vacancies to meet workload requirements; establishes performance standards, ensures equity in performance standards developed by subordinates, and evaluates subordinates' performance. Work Schedule: Monday - Friday, 0700 - 3:30pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/25/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: Expert level knowledge of all facets of logistics and acquisition management including requirements determination, acquisition, materiel management, performance measurement, quality management and continuous process improvement, inventory and warehouse management, transportation, etc. Thorough knowledge of agency program planning, funding, and management information systems; broad knowledge of the organization and functions of activities involved in providing logistical support. Knowledge of supply program specialties in resolving major conflicts in policy and program objectives; ability to apply new theories, concepts, and/or development to supply program problems not susceptible to treatment by accepted supply methods, techniques, or procedures; ability to perform key decision-making and local policy development responsibilities, and to resolve problems or issues that impact supply support programs that extend beyond local operations. Excellent oral communication skills in order to conduct meetings, briefings, and meet and deal with others throughout and external to the organization who may often have different points of view and conflicting goals, objectives, and priorities. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
