Duties

Joining Customs & Border Protection (CBP), Office of Acquisition, will allow you to utilize your expertise in overseeing the planning and execution of an acquisition program, portfolio of acquisition programs or providing staff support to senior acquisition officials management. This position starts at a salary of $163,964.00 (GS-15, Step 1) to $191,900.00 (GS-15, Step 10). In this Supervisory Program Manager position you will become a key team member of Homeland Security professionals involved in managing and directing the accomplishments of the mission and functional responsibilities of the acquisition process; developing, planning, directing, reviewing, coordinating, analyzing, managing, executing, and monitoring the acquisition program and acquisition staff through the work of subordinate staff; formulating and interpreting policy procedures, or regulations as required to resolve problems; and directing and managing the multiple disciplined staff to provide various functional support to program throughout CBP. Typical Work assignments include: Serving as an acquisition program management expert and spokesperson on acquisition program, requiring the ability to manage the triple constraints of cost, schedule, and performance. Resolving broad, complex, and/or unprecedented planning, evaluation, control, and resource allocation issues, and providing authoritative advice to parties dealing with various management levels throughout CBP. Providing status reports/briefings to senior acquisition officials and prepares presentation and written argument for key decision points (e.g. Acquisition Review Boards, Acquisition Review Council, Resource Management Council, Operations Support Council, technical reviews, etc.). Performing a full range of supervisory duties through subordinate supervisor and leaders to include planning, scheduling, distributing, and reviewing work of the program and acquisition staff.

Specialized Experience: You qualify for the GS-15 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Preparing and delivering status reports, briefings, and presentations to leadership. Performing acquisition management principles, processes, procedures, laws, and regulations. Leading disciplined acquisition teams. Performing a full range of supervisory duties. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must: Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 05/01/2024. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. Current and former federal employees may be required to serve or complete a probationary period.
